I mean I quite likely take it too far, so I can't really comment.
His name was Commissar Risch Steinmann. He wasn't a very fun man. I swear to the Golden Throne that I never saw that man smile once. He kept this deep frown that expressed a mix of disgust and disappointment. I remember once he shot my Lieutenant's dog because he said it was a "unnecessary distraction".
He did have a very nice hat, though.
