No they're not.
The Storm Troopers are a separate corps of troops independent of any Imperial body. They're not Guard, they're not Inquisition. They're Schola Progenium (and, I guess, Tempestus Whateverus now) units.

Kinda weird for GW to release an Ork vehicle during an IG month, but I like the idea that other armies might start getting stuff outside of their initial release. They haven't really done the "wave" releases for a while.

Big, buff, and brutal. It's like the best Arbite/Ork vehicle ever released. Not a Guard vehicle by any stretch of the imagination though.

Thanks for the pics. The stormtroopers are going to be painted up as Skitarii for me. Hope they have a full set of those respirator heads.

As a Command Vehicle it kind of fits. It's pretty much just an armoured truck.
Seeing the clearer pic, I'm a fan.
The retracting ladder under the hatch is a nice touch... wonder if it can be built extended.
I am curious about the turret. Those look to be assault cannons rather than multi-lasers... GW took assault cannons away from guard in 3rd edition.

Still, fits with don't call anything something you can't claim ownership of we are seeing recently.
Well, remember that GW is trying to change the naming conventions to unique terms rather than generic terms - hence Astra Militarium instead of Imperial Guard, etc - so this was probably called the Taurus during initial development. Don't be surprised to see the Chimera quietly renamed to "Chimerax" at some point in the future... or the "Gryffynax" etc to make their appearances. Maybe the "Sentinal"?

HBMC I think you are confusing the fluff. The Schola Progenum only TRAINS the stormtroopers, just like how they train the Commissars. Its a school for pumping out elites. The elite leaders are Commissars, the elite figthers turn to stormtroopers.
Once they become trained as Storm Troopers, they are assigned their own super special regiment, and then they get sent off in small groups wherever they are needed. The Inquisition then decided they needed super-special soldiers and decided to recruit their own Storm Troopers from the Schola, and then give them special "don't be a heretic" training. (Sourced Imperial Guard Dex 5th edition, Daemonhunters dex 3rd edition
Mind, this is the current fluff as I understand it. They could very well be distorting/hurting/maiming the fluff right now to make us all wrong in some way or another. Its not like it hasn't happened before.

So I had a thought: How annoyed are the folks at Fantasy Flight right now? If GW is retconning half of the IG backstory (which seems possible from the start of the not-Storm Troopers blurb), what happens to Only War (not to mention all the other source books that go into detail on Guard background). Do they get rewrites? Or does FFG just keep writing ignoring the new fluff?

Such is the life of a licensed property. I don't think they're naive enough to think that what they write won't at least partially be ignored. They are also working on Star Wars and Disney has pretty much disavowed the EU from further development despite Lucasarts approving all the stuff written for it for the past few decades.

'Chimerro' would make more sense, since that was just a regular Chimera with a HK missile on the turret. The 'Chimerax' was a very specific variant.

While guessing GW's motivation is only that, a guess, it's black letter law that Fanciful and Arbitrary marks are the easiest to obtain a trademark on (and safest to enforce).
By a similar token, "Rough Riders" are problematic: the term is irrevocably linked in American history with Teddy Roosevelt, and in an embodiment similar to what GW has been selling. That is, if any company were to decide to make futuristic or contemporary armed cavalry and called them Rough Riders or inspired by the Rough Riders... that's going to be really hard to stop in the US.
We may have come to the point in GW's corporate life where people liking or not liking a unit/models simply doesn't matter compared to their ability to firewall their IP.
We shall see.

The Stormtroopers are all trained at the Schola. The top few percent are inducted into Inquisitorial service and further trained, the rest attached to the Guard.

Yeah, but there's no such thing as the "Inquisitorial Storm Troopers". Like the idea of a centralised, codified and structured galaxy-wide "Planetary Defence Force", such a thing does not exist. There are Storm Troopers that get attached to the Inquisition, but there is no "Inquisitorial Storm Trooper" institution.

Easy fixed by renaming them as Militarum Equus. Or Militarum Celerus, which would fit better with the names they've chosen so far being a little bit lame and not actually making sense...
On consideration, shifting them onto something other than horses would also make sense, as that would be more distinctive. Cold Ones would be an easy, cheap (for GW) solution, and would look cool. Or some sort of cat.
Although going by recent trends, I wouldn't be surprised if they wind up on Griffons instead.
