Gk easily. With the battle brothers ally matrix. Meaning everything they lack you can throw some leman russ in there and buff them with your gk lib. Not to mention having so many psykers you got unlimited dice. And your close combat Halberd insta kill hit first beat sticks.TThey may have lost draigowing forever but they gained so so much more than paladins now everything becomes more viable. Even at a higher cost.
Space wolves got their anti air in the form of ally matrix fliers. It's gonna be crazy

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

For now I'd say GK. Sanctic has many good powers and GK is the only army capable of casting those without asking for lot of Perils.

I voted GK, because as an entire army of Psykers, they will benefit the most from the changes about the occur. However, Space Wolves are a very close second, as they have the best Troops in the game, and 7th appears to be the "Troops" edition.

Voted a tie between GK and daemons.
GK on the premise that they'll have like 15 psychic dice on average, and just pick the best psychic discipline they have access to to spam. They'll also be able to block the opponent's psykers all day long.
Daemons because they could do the same with an all Tzeentch list, and it's hard to imagine them losing if they can literally make 3 or 4 more units of pink horrors every turn. Also 12" bubbles of stacking +1 invuln save from the already-revealed malefic table will be OP as hell.

Buff to flying circus. Being able to ally with oneself. Buffs to assault movement and consolidating into a combat again.
From what I've heard thus far, Tyranids certainly get a boost.

Well, Terrify getting nerfed is a big help to CSM Cult troops. Not the MOST beneficial, but is awesome for me! I'm really pleased with the Psychic Powers now, since I rarely use them in the first place...

Armoured battlegroup.
When FW FAQs the list to new Russ pricing, you can have an army of super scoring AV14 models, with two Beast hunter toting Vanquishers and half a dozen other Russes.
And vehicles are getting a little tougher with explode results only on a 7+.

At first I was thinking Chaos Daemons/Marines. But now I see it, the Guard gets hordes of cheap psykers and increased resilience on all vehicles.
On the other side, Orks had been amongst the big losers of 6th edition. Deprived of psychic tricks, wild USRs, MC spam and ally shenanigans, they kept fighting like they had since 4th: On their own and relying only on a handful outstanding units. Well, now that all of the above seems to have suffered a noticeable nerf, the balance seems tipped in the ork's favor. But wait, there's more. The new flexible FOC/Detachment rules allow us to make better use of the fair few competitive units in our book. Yay!
Tyranids will probably get a small boost, too, with their readymade formations and abundance of psykers. I don't know if the rumors regarding warp charge and dispel dice are true but, if they are, casting all those nasty spells against the Hive Mind or the right build of Guard will be a true PITA.

Very true. I have a long and distinguished history of popping raiders, then popping the next one over, and getting 20+ dead DE from transports exploding.

Eh, if the Jink rumors are true, then that will be a nice counter-balance to skimmers getting hosed on that front. Still, with not a lot to look forward to in this edition, I'll take what I can get.

Brotherhood of psykers says otherwise, the unit counts as ML1 not per model.
Daemons on the other hand get their troops for cheaper and are ML1-3 depending on squad size

Depending on how combat squads work, you could very well get 12 power dice from your troops alone.
Nevermind the other units who are all psykers as well.
