Yeah, GK these days are the most powerful, psychically speaking, followed by the Space Wolves (despite their words, they are psykers! Divinely inspired miracles work in a completely different fashion!) and then probably the Ultramarines, to be honest, simply by virtue of being able to claim every successor psyker in the galaxy.

Grey Knights perform feats the average Librarian would claim impossible. To stand against the Daemons in body, and be immune in mind and soul...to walk among the warp, even for moments, and arrive the other side (teleportation) without even Terminator Armour to protect yourself...to live in the Warp, free from taint (Draigo)...bringing oneself back from the dead... creating Earthquakes in the warp, bending shots and lasers around corners, burning the soul from a being's body? How about stripping a Daemon of its patrons gifts? Powerful enough for you? No? Think about Captain Stern? 6" of insta-kill. Just make his own black hole? Or Mordrak, able to psychically resurrect his fallen brothers as a bodyguard, subconciously?
How about Draigo? Beats Kavoth (Bloodthirster) with naught but a broken sword and psychic flames, give him True Death, then drive the taint from his axe (containing the essence of another Greater Daemon) and reforged his sword? Using his powers to topple Tzeentch's Inevitable City and then using flames to start a forest fire in Nurgle's garden? All while wandering the warp, free from taint, alone?
Could Tigurius do that? Mephiston? Any Librarian? Could any Librarian do any one of those things?

Why do Blood Ravens have the best? They have lots, but they also seem to have almost zero resistance to Chaos, and none spring to mind as especially powerful, without resorting to sorcery.
Grey Knights win by default, 100% psychic chapter, focusing powers to make a whole greater than the sum of parts etc. Then we have their specialists, Thawn resurrecting, Stern being a top daemon banisher, Crowe constantly battling a powerful daemon weapon, Mordrak bringing back the ghosts of his men to avenge their deaths, and then we have Draigo...

Okay, we all know the Grey Knights are the Imperium's best power armored psykers but they were made to be. As far as regular chapters, that depends on what you classify as best. Blood Ravens have the most but they fall to Chaos a lot. Space Wolves have a good amount and are powerful but they deny that they are psykers. Blood Angels have psyker dreadnoughts. The Ultramarines have the best single unit psyker along with discipline but Imperial Fists also have the same discipline. Dark Angels also delve into it but it hasn't really been said their capacity for it.

Basically this. GK wins hands downed for loyalist chapter psykers. Past that, it becomes a question. BR have the most but... well they were in a set of games and don't really get representation after that. How can one really say what their might is in the end? All you can say is that they have many. SW have many strong ones, BA have psyker dreads, and UM have the legendary Tiggy. Expanding upon this, you have Salamanders that have a psyker that revives continuously or some nonsense in them as a great psyker that can become some flaming spear or something that zooms around space and slices a vessel (although he has to die and then wait to be reborn or some nonsense). It's rather variable and flexible with no average being known. It could be BA, it could be UM, it could be SW, it could be BR... heck it could even be some chapter we have never heard of!

He said NOT counting the Blood Ravens!  Seriously though, GK's win hands down. But ignoring THEM, since they're not a "normal" chapter, I honestly feel like the like the Blood Angels are up there. Mephiston is a beast, they have psychic dreadnoughts, and just seem to be very gifted in general. I don't know why so many people think that SW's, with their "we swear we're not psykers cause we carve runes and use herbs and crap" psykers, are the best. They have a tendency to get abilities that make them useful on the tabletop, but the tabletop isn't a perfect representation of the fluff, or you'd have tactical squads holding off hundreds of enemy troops. Rune Priests being superior in the fluff? Seems like typical SW fanboy thinking to me.

I am glad I am not the only one who looks at the similarities between the Blood Ravens and the Thousand Sons and says "Wait a second!". But some of this community don't think the Blood Ravens are the last vestige of the Thousand Sons loyalists.
Anyway, I would argue that GK are even better psykers than the Thousand Sons were in Horus Heresy. GK never have fallen to Chaos and have a far more disciplined take on psychic abilities than the Thousand Sons did which opened them up to the manipulation of Tzeentch.

The Space Wolves' powers are elemental in nature and very wide-reaching. The kinds of environmental manipulation they can achieve in a space of seconds with their brains and a couple of carved stones require major rituals for most sorcerers. They're also the only Loyalist psykers who have been shown to be able to navigate the warp. Plus, they have their Mary Sue powers to make sure that even if any given Runepriest goes head to head with a named psychic character, the runepriest will win (Wulfrik Generikkson meets Ahriman? Wulfrik will win somehow, because the freaking universe realigns itself to make sure it happens).

The Thousand Sons had an incredibly disciplined take on psychic abilities. They codified and recorded and trained everything to the smallest minutiae. They only turned to chaos when the Imperium themselves cast them out and gave them no other choice but death. The moral weakness of the Thousand Sons wasn't inherent to their psychic powers, but rooted in their basic human fear of destruction. When put in the same situation as the Thousand Sons (stranded on a daemon world with no hope of rescue), Justicar Alaric of the Grey Knights did exactly the same thing - gave himself over to the reigning chaos god (in his case, slaughtering other gladiators in the name of khorne).
Edit: On the subject of the Blood Ravens, they certainly not loyalist thousand sons - they've only been around since mid M.41 - but they could well be created from frozen Thousand Son gene seed after the Biologis worked out how to stop the flesh change. I just wish their "psychic mastery" and "higher number of psykers" were actually represented in the games... I hate Informed Ability.

No, the Thousand Sons were always open to Chaos right from the start. What do you think their familiars were? Just little warp pets that had an interest in companionship or daemons making sure that the Thousand Sons follow the path that they were suppose to? This idea is heavily explored in Thousand Sons where the Legion delved into knowledge for knowledge sake without concern about the consequences of their actions which is why Russ had a problem with them because they knew the dangers within the warp to a point where a Rune Priest saves Ahriman from a daemon and tells him that they have to keep their minds guarded but Ahriman rebuffs him at this notion which is why Russ went to the Emperor to cause the Council of Nikea. The familiar of Ahriman even disappeared whenever the Rune Priest was around giving more credence for the fact that the familiar was a daemon...not to mention the upgrade that Chaos Sorcerers can get that are also named 'familiars'.
The flesh change that wrecked havoc on the Legion when Magnus had to step in and cure them was done with a deal from Tzeentch but Magnus didn't know it at the time, he was just desperate to help his Legion. Magnus was the one that they originally wanted to start the rebellion but he had been resistant to their influence and the familiars weren't working as much as they hoped which is why Tzeentch brought the flesh change back, to kind of punish Magnus, the Flesh Change was shown not to be a problem in the gene-seed but the sorcery of Tzeentch but even then a greater daemon or even Tzeentch himself told Magnus that he was suppose to be the original Rebel, not Horus. The Thousand Sons were doomed from the start and their thirst for knowledge without thinking of what consequences damned them. That forbidden knowledge had a cost and they didn't take the precautions that they should of to obtain such knowledge.
Enter the Grey Knights, a chapter of pure psykers that have not had any single one of their chapter ever fall to Chaos. They are the antithesis of Chaos, using the Warp against their enemies. Even with full knowledge of Chaos they do this but they differ from the Thousand Sons because they were taught how to shield their minds properly, to turn their psychic energy against a daemon so it burns them if they even try to just touch the mind of a Grey Knight. It is through this discipline that they have become better psykers than the Thousand Sons able to even shield themselves to teleport through the warp in just power armor, a feat that takes Terminator armor for anyone else to do. The Grey Knights simply are how a psyker chapter should be and not just use their powers every time they can but a cool, calculated move that they manipulate with the best precision that the Imperium has ever seen.
As for the Blood Ravens being Thousand Sons, see this evidence:
The Blood Ravens are established to have enough similarities in battle doctrine (i.e. high number of psykers and the use thereof) to the Thousand Sons that it has been noted by observers within the fiction itself.
The pre-Heresy heraldry of the Thousand Sons is similar to the heraldry of the Blood Ravens; specifically the Thousand Sons Corvidae cult, who as well as wearing the red armour of all Thousand Sons, also sport a black raven insignia (though admittedly of just the raven's head rather than the whole bird).
The psyker Kallista Eris had a vision concerning the fate of the Thousand Sons shortly before the Burning of Prospero. Among other things she mentioned "The Ravens. I see them too. The lost sons and a Raven of blood. They cry out for salvation and knowledge, but it is denied!" There are several possible interpretations of these words, but the language used is clearly pertinent to Blood Ravens speculation.
The Blood Ravens' motto "Knowledge is power" was uttered by the Thousand Son Corvidae member Revuel Arvida upon his decision to dedicate himself to discovering the true causes of his Legion's destruction and combat them. Arvida was a member of the fleet-elements of the Thousand Sons who were sent into hiding by Magnus the Red prior to the Space Wolves' attack upon the Legion and therefore did not fall to Chaos during the Burning of Prospero. Thus we have a non-Chaos aligned Corvidae Son dedicating himself to fighting the Ruinous Powers in the future. It is also worth mentioning that his name, Revuel Arvida, has certain stylistic similarities to that of Azariah Vidya, Great Father of the Blood Ravens. This motto was also stated by the Thousand Son Mhotep whilst locked in combat with a daemon. A counter-point to this potential link is that the Blood Ravens motto is a tenet uttered by various, non-Blood Raven individuals in a variety of other sources.
The Blood Ravens' Rahe's Paradise outpost was discovered to be built upon the ruins of a previous Astartes structure, one that dated from "ten millennia ago". While no identification markings could be found upon it, a red-painted Astartes shoulder plate was excavated from these ruins. Additionally, these ancient Astartes were revealed to have allied themselves with Eldar forces present upon the planet to defeat a great evil, and to have agreed to maintain stewardship over the world in order to thwart this evil should it return. Ten millenia ago references the birth of the Imperium, although the Thousand Sons were not the only Astartes Legion to wear red as their primary colour at this time, seeing as the Blood Angels continue to do so (and one cannot dismiss the notion that this may include the two unknown Legions).
During an incident on the planet Arcadia, Librarian Rhamah of the Blood Ravens suffered amnesia and fell in with the Prodigal Sons warband of Thousand Sons sorcerer-lord Ahzek Ahriman. Throughout this association Ahriman and his warband referred to Rhamah variously as "Son of Ahriman", "friend of Ahriman" and as a "lost brother". Furthermore, when Rhamah locates an ancient Eldar tome - called the Un-Founding - that bears the crest of the Blood Ravens upon its cover, Ahriman concedes that he once owned a copy of the book and that another one was in the possession of Azariah Vidya (of whom Ahriman states, "I knew Vidya better than you might expect"). He further states to Rhamah "We are not so different, you and I. We were not always so different...there was a time, long ago, before the Change, when the Thousand Sons of Magnus wore the blood-red armour of their Primarch." No explanation is given for what any of this means, and it should be noted that Ahriman is a master of deceit and trickery who was attempting to use Rhamah for his own ends.
The records of the Blood Ravens go back as far as M37 actually, and other Imperial records show that they were around much longer than that but what happened to these previous records is unknown hence why they are obsessed with discovering their origins. Now, what organization would be dedicated to stopping Chaos and therefore would try to cover up that a loyalist chapter has ties to a Chaos Legion because the Space Wolves would go crazy if they found out the Blood Ravens were the last remnant of the Thousand Sons, sounds like something the Inquisition would do, doesn't it?

@Envihon: The most basic element of how you are comparing the Grey Knights to the Thousand Sons is incredibly flawed. Your argument is that because the Grey Knights are resistant to Chaos that they are the more powerful psykers. The Grey Knights are designed specifically to combat Chaos, all of their psychic talents are honed for this purpose, all of their equipment is designed for this purpose. So how do you justify using the purpose of their entire existence as the scale with which you compare them to other psykers? It's a poor method of comparison, simply put.
