Fifty-four naked Tyranid Warriors and two Primes (actually 1870 so you might have to do 53 Warriors, two Primes, and ten points of wargear). No shooting above S4, you can get to S5 in melee, everything is T4/4+ infantry except your HQs which are T5/3+, the threat on all your stuff is incredibly short.

Take Old One Eye or Deathleaper as your HQ and spend the rest of your points on units with Instinctive Behavior (Feed). Preferably load up on expensive but questionably useful biomorphs and try not to take anything that can hurt vehicles. You'll lose about an eighth of your army each turn to cannibalism and it'll generally be difficult to coordinate your attacks.

Farsight Tau win this easily. I'm too lazy to go back and calculate it again, but you can make an army of nothing but crisis suits with no weapons (redundant shield generators on every upgrade slot to maximize the points wasted). And because they're so expensive thanks to all the wasted points you don't even get enough of them to compensate for your lack of shooting and poor melee stats with overwhelming numbers.

Looking at it don't think it is possible, even sub par units are useful, book synergies really well, units on their own that maybe meh are great with other units to back them up.

Going to the army that I actually collect, it's easy to make an inefficient Astra Militarum army but harder to make one that's utterly dysfunctional. The best I can think of is one that has no ranged attacks above S4 and even that at least has voluminous antitroop firepower and lots of krak grenades.
HQ
Company Command squad carapace armor for everyone, powerfist, krak grenades for the vets
105 points
Three enginseers 120
Three squads of one servitor 30
Three Ministorum Priests 75
(HQ: 330)
Troops
2 vet squads with vox casters krak grenades and grenadiers, 90 points each.
(Troops: 180)
Elites
3 Militarum Tempestus Platoons consisting of
Command squad with powerfist and platoon standard (120)
Three scions squads with powerfists and vox casters (100x3=300)
420 for each platoon takes me up to 1770. To burn 80 points I get Kurov's Aquila for the commander and add an extra servitor to two of th units
What this gets you: A bunch of power fists in five-man units that are unlikely to survive to use them, though you do have six ICs, half of which have servo arms, to shuffle around. The techpriests are probably best off joining a unit and abandoning their servitors to mindlock. The only shooting attacks higher than S3 are thrown krak grenades.
On the other hand you do still have 91 warm bodies on the field armed with guns they are capable of shooting and the ability to hurt tanks if you manage to get into combat.

I was about to point towards the Flayed Ones until I realized they were buffed and made fairly deadly with AP 5, +1A and Shred (for no points increase). The 7e Cron Codex really doesn't have a true deadweight.

I remember this one. Fun list. If I played Tau I would definitely try a few games with it at my LGS just to look at the reactions.

You'd do worse with an unbound CCS list. 1850 points gets 150 guardsmen. With nothing but laspistols and S3 Ap- close combat weapons.
Fewer dudes, lower damage output. I guess they'd be able to order themselves to ignore cover on their laspistols...

"No auto-lose" was part of the initial condition.
Though I suspect taking a reserves mod that lets you intentionally delay your stuff and keeping your planes off the table would weaken your list significantly.

Not sure you even tried particularly hard, there's a lot of assault strength in there, and not a single Monolith (Still the worst point sink in the book, heck, with the portal nerfed it might actually be worse now.)
My attempt had three Monoliths, the Deciever (Easily the weakest Elite choice), two Command Barges kitted out to be pricier than your lords but less effective... I had to resort to Scarab spam to fill in the last few hundred points, but at least those are less effective than Flayed Ones point for point.
