If that was my total budget I would likely go for a Betrayal at Catch box, and then use the leftover money to round things out. Perhaps a Storm Talon.
Back when 4th edition came out my local gaming store still had a bunch of 3rd edition starter sets (the one with marines and Dark Eldar). They were selling them for $29. Also, on Tuesdays all GW items were 10% off sticker price. I bought all three sets they had remaining for $79. That's 30 marines, 3 Land Speeders, an 60 Dark Eldar Warriors. That formed the cores of Dark Angels and DE force that cost me next to nothing to make.

I'd get a Battle for Vedros so all my wildest dreams can come true.
Then I'd get a couple more for the younger kids in my family so when they are old enough they can have a nice miniature wargame to play with their parents  .
Can nobz still be troops? If so, my army would have to be CAD orks and allied detachment space marines. Maybe some Deathwatch and some blood axes working together so they can better learn how to defeat each other?

A new Army, eh? First, i had to exchange 200$ into € - i.e. 177€, including the 65% it'll be 292 €.. lemme see;
1x Start Collecting! Flesh-eater courts 65€

2x Crypt Ghouls 70€
1x Putrid Blightkings 44€
1x Typhus 20€
1x Space Marine Drop pod 29€
Conversion work for Weeks, but in the end it could be one sexy looking, fluffy list with approx. 1250 points.
In the end, it'll look like this:

Amen brother. Realistically speaking, if I found $200 in cash on the doorstep of a gaming store and HAD TO spend it... it wouldn't be on 40k stuff. At full retail, you could get the below. With discount from places like Amazon, you'd get quite a bit more.

Option #4 - Age of Sigmar, which at this point is basically fantasy skirmish with simpler rules and army construction than 40k.
There are several armies where $200 retail will get you the General's Handbook and ~1,000 points of models. AoS Matched Play has three tiered army sizes. 1,000 points is the first tier.
I think one major issue with 40k lately is that it's harder and harder to justify spending money on more models when there are so many other alternative, yet similar, forms of entertainment that cost far less. I've just listed 3 games where $200 retail isn't just a small buy in... in 40k terms, it's the equivalent of buying multiple 1850 point armies with full rules and additional sideboard units to give you options in list building. The 4th game I listed, Age of Sigmar is more like 40k, but without the need to spend your first ~$100 on rules.

Or a pretty nice little RTR RC car/truck/buggy.
Not sure you could get a decent drone for that much. I kinda want a FPV drone, but those are still spendy.

With that much id probably go for the Tyranid swarm and start collecting boxes.

Even without the 35% discount, I can pretty much buy every single card I needed for Netrunner with 200 bucks.

If we're going off the topic of the original post and spending that 200 on something else, mine would go towards college. The boring answer, yes, but that's 200 less out of the thankfully already small amount of debt I'm going to have to start paying off a year after I graduate, which will help cut down interest costs immensely. But the thing is, the OP very clearly indicated minis, so let's get back on topic yeah?

1) Assume the 65% discount applies to all models purchasable from GW's direct site, even though I have no idea where I could find NIB/NOS models that cheap.
2) Assume a 1.25 USD per GBP conversion (because let's be fair, the only way I am going to get a discount on Forgeworld conversion kits is if USD gains or GBP drops, and since the conversion rate has not been below 1.25 USD per GBP in my lifetime, I am going to cap there and round to whole dollars).
3) Assume taxes, shipping and handling, and other extraneous expenses do not count.
4) Assume building an army on fluff is ok under premise.
What I would get with the afformentioned $200, provided the above assumptions:
- 1 Start Collecting Eldar Box $56
- 4 boxes of 4 Guardians $26
- 1 Venom $20
- 1 Corsair Heavy Weapons Team $24
- 1 Corsair Conversion Kit $26
- 1 Corsair Jetbike Upgrade Kit $15
- 1 Eldar Autarch $17
That leaves me $16 for bitz, and I would have the parts for 1 Jetpack Corsair Prince, 1 Void Dreamer on Jetbike, 9 Jetpack Corsairs, 13 Infantry Corsairs, 3 Jetbike Corsairs, the Venom, and the Fire Prism. I am not sure what the points are off the top of my head, but Corsairs have a lot of upgrades that do not necessarily need to be modelled, so those models could get points heavy pretty quick.
If it did not have to be models, I would be buying a $40 photo light box kit, a set of modcubes for $32, some $7 brush masters' brush cleaner, a $9 brush organizer, and two metal wall-mounted display/organizer racks for paint pots for $65. Throw in some painting peripherals like thinning medium, micro-sol, and micro-set and that would probably be it.

2 Broods of 12 Gargoyles with Toxin sacks = 270pts
3 Broods of 3 Rippers with deep strike (I think they still come with the warriors) 45ptsx 3 = 135pts
Total: 1485 pts and a dam good Hive fleet Levithian army. With a touch of modding and a large flying base you can turn a Flyrant into a Crone to make this a normal Cad as well :-)
