I actually just finished doing a related conversion a few minutes ago and saw this post right after taking some pics. I'm using charnabal sabres from FW's HH line and they're about the same size as chainswords and definitely smaller than the power sword the Lieutenant came with. YMMV but I don't think it's out of proportion on the low end.
I'll double check the size of the swords just in case when I go back downstairs in a few hours.

Looking at the intercessors sprues there is no power sword in the kit
so, looks like they want you to use the power sword in the Ultramarines upgrade kit for vanilla chapters
and I guess the Space Wolves and Blood Angels upgrade kits will have chainswords on them.

Forget the power sword lacking from Intercessors, the Hellblasters seem to only have 2 build options for their Incinerators? o_o There is only two muzzle and two powerpack options, the regular Incinerator configuration isn't there at all. Guess you gotta make them up yourself, maybe just make the Assault Incinerators but don't add the additiona railsight..? Still, wierd, also annoying that some of the Intercessor bolter arms in a unique poses have a fixed bolter configuration, though that's niggling.

Things I like - decent variety of poses, decent variety of heads, having all the stowage separate so I don't have to carve it off to do the truescale sculpting.
Things I'm slightly disappointed by - the "hip plates" on the Hellblasters are attached to the legs not the belt so will be a PITA to remove, the general lack of weapon variety.
For my purposes(turning them into truescale Marines in proper marks of armour with proper weapons) they're still perfectly suitable and I'll probably grab a few boxes once I decide which chapter/legion project to do, but as units in and of themselves they remain really quite dull and basic.

Forget the Hellblaster options missing, there's no Black Templar bits in any of those kits.. WTF GW!?!?!?

Well Im sad to see 40k (Primaris) go down the gurgler :( Sorry but the fun part for me was the converting and they have made it bloody ridiculous . Just checked the new Intercessor "Multi Part kit" sprue on GW site and they are still going for the Easy to build theme :(.

I don't think that's very fair. They have fixed body poses when assembled per the instructions, yes, but having spent a fair whack of time and several chunks of finger converting the Dark Imperium models into truescale Deathwatch these aren't remotely comparable. You can vary arms, heads, shoulderpads, accessories, and torso fronts should they make variant ones available in future. As well, given how the parts are broken down the poses will be far easier to modify than the ETB/starter box models.
Sure, they don't have the same customisable posing as the existing Marine plastics, but that's a tradeoff for the models looking better, and lets be real, there's not actually that big a range of motion in the standard Marine kits if you want the poses to look vaguely sensible.

That's the thing, looking at the way the Incinerators are, and the fuel cell component you're suppose to slot into it, I don't think you can arrange them parallel, only perpendicular. The description of the box itself also stats you can only build two Incinerator options with it, Assault and Heavy.. did GW forget the regular kind of Incinerator exists? x) Only real way of distinguishing from Regular and Assault looking at it would be to just leave off the top scope.

Ok yeah, going back thru the pictures of the sprues and assembled models, I don't think you can line that bit up parallel. Also the picture of the painted Imperial Fists that have the standard version are the models from the starter box. The standard option
The assault (standard option with different barrel)

What I think is interesting about the new 10-man Primaris Marine kits is that they're not.
They're 5-man kits doubled up.
Had these come out two years ago they'd be in boxes of five, but the complaints over the price and number of Sigmarines you got in a box likely made them change.
They really were going to AoS 40K with giant overpriced nuMarines.

The power sword not being included really annoys me. Not because I need it, no, I have plenty of power swords. But if they expect us to kitbash her, then why the feth would they not give more options to Primaris characters? (and why not give the sword option to the Reiver sergeant too, who would more benefit from it?)
