My guess is with the very recent raft of Phoenix Lords, they were waiting for said update models to be released in 28mm. Same with the Aspects which are now all plastic.

I would actually buy some joytoy if they did the PLs, they are perfectly suited to the action figure market, being built like shonen protagonists already and primed to pull crazy martial arts moves.

Because there's no Cain model to use the assets of. JoyToy doesn't sculpt, they just use GW's assets and give them articulation.
There used to be a Commissar Cain model from Black Library.
Yes, a hand sculpted metal model not a digitally sculpted one, which is where the assets come from.

Surprised they didn't do a Rhino first, maybe they figure this will sell well due to the novelty then the Rhino will sell well as an army builder kind of thing
Some very cool looking toys there since I last looked a while back. I'm not normally a filthy heretic but these figs are pretty awesome compared to their loyalist brethren.
