I'm trying to decide if I'd get more use out of a Fellblade or another Cerastus Knight (I've got an Atrapos that rarely sees the table).

For playing and winning, the answer is actually 2 Kratos, hands down, no contest, and they don't even eat into your Primarch allowance.

Slightly cheaper RRP of £125. I got mine from Element for £100.

Good news, the new Fellblade sponsons (quad bolter and laser destroyer) come on a new sprue that makes a complete pair of sponsons, mounts and all. So together with the regular quad lascannon sprue (same as Spartan) you can build two full pairs of sponsons from the box.

So…..if I was to bother my mate to seek the STL for existing Spartan “class” sponsons I can maximise my value?

At $210 US I may just pass on the Fellblade - especially as I'd really rather have a Glaive.

I also haven't even taken a look at the HH3.0 rules yet, so I've no idea if the Fellblade is "worth it" or "good" in game either - of if tanks in general are?

Tanks in general are amazing.

But the "Lord of War" tanks - Typhon and upwards - are considerably overpriced for the firepower they bring and they still have the significant opportunity cost of locking you out of using a Primarch (superheavies and primarchs combined can't be over 25% of our points)

Yes, but even without that, the Fellblade kit, uniquely, builds a full spare set of sponsons.
