I wonder if it's sort of my fault. I talk a lot about the free wargear problem here, on reddit etc, and Retributors were my favourite example of a problem unit in a free wargear world.
Do you know what my favourite example were before them? Carbine Scourges. A unit that GW then split off, and touched none of their other options.
Sometimes I wonder if some GW designer is on social media...
I mean they almost certainly are.
But I'm not saying it to moan that Sisters have to pay for their wargear - they should! There might actually be a reason to take Retributors with heavy bolters now! But more that the point of doing this is supposed to be to fix obvious issues of internal balance, and the very minimal implementation just doesn't do that.
As others have noted, it just seems really poor use of the design space.
For now, it seems to be just be being used for units where there is a choice *between* options (so weapon A or weapon B, not take the upgrade or not) but one or two are always chosen.
E.g. in Drukhari it’s modest increases to haywire blasters everywhere and dark lances on scourges and ravagers. Might make dissie ravagers a bit more useful.
Now their app tracks how specific lists perform in games, I’d imagine the plan is to fettle it over the edition, depending on what gets used.

This will likely change with the Codex. They don't seem to be doing any real unit changes in the edition switch.

Which is 2 for 1,000 point incursions and 3 for 2k point strike forces. So 4 and 6 respectively. Unless they are also epic heroes. In which case you only get 1.

Would they still immediately blow up on deployment for being empty? They can't transport SoS models.

It's just a shame that they offer these cool rules for a straight Sisters of Silence build, and you can't actually field it unless you get stupid with adding nonsense from Imperial Agents to fill points.
This would be easier if something made all the Sisters into Battleline not just Prosecutors.

I think the empty DT thing dates back to when they didn’t take up space on the force org chart? To prevent you from spamming them.
Honestly I don’t think it’s an issue these days. But the rule lingers.
Some are not bad on their own, but anyone spamming things like wave serpents?

Would it be a problem, genuinely? A faction's MBTs are often outshone by something, or themselves outshine a lot of other things.
If a transport happens to be used as a good combat unit in itself, that's not a problem to me.

Looks like all lords of war increase immediately on the second unit.

IIRC, the current auto-destructing dedicated transports came about in response to an early 8th edition build that used Guilliman to give full hit/wound rerolls to a bunch of Twin-Assault Cannon Razorbacks.

I remember that being an issue, could not recall if the fix was from that, or earlier.

it was a loophole what you were restricted to 3 falcons, 3 fire prisms, but unlimited (or now 6) serpents.
Ideally units would be balanced. But eldar internal balance has historically been hot garbage. The fact that their transport hit harder, was tougher, and just all around better then their other tanks was frequent issue.
Not that I’m bitter, as the Falcon was why I started the army back at the tail end of 2nd…
