The Celestial Lions. They very openly spoke out against the brutality of the inquisition and were subsequently sabotaged into oblivion by inquisition lackeys during the 3rd war for Armageddon. During one 3 hour battle all but 1 of the the chapter's apothecaries were killed in action by ork "sniper fire", the last one took a sniper round to the head a few days later... went out like bosses though.
Other than that i would say the legion of the damned.

Lexicanum says they're still on Armageddon. I'm not sure which codex their fluff is in, but I think that this is clearly a "make up your own ending," like they're rebuilding their chapter slowly and a bit under-the-radar.

Arrogance can be justified if you are as good as you say. lol No they aren’t as noble or righteous as loyalist chapters, but they shed the chains of discipline and useless chivalry to become far more than the blood angels or many of the other legions. Same ideals... different paths. Chaos is the only answer to humanities survival

The Unforgiven (Dark Angels and successors) in general because they're awesome, the Knights of Bone in particular because I made them up.
It just occurred to me - between the Dark Angels, Dark Eldar, and Inquisition, I've covered all three armies that are the most accomplished torturers in the galaxy...

Imperial Fists are by far my favourite. Their primary characteristics are nobility, honesty and honour, something I think all space marines should aspire to. They are the best siege-masters...period. They are inured to pain due to intensive pain glove sessions, they are the stereotypical Knights in Shining Armour, even amongst the space marines, with their warriors trials, their honour duels, their castles etc.
PLUS they look bitchin
PLUS it takes nads like grapefruits to walk into battle in bright yellow/gold
PLUS they have the single largest ship in the entire imperium, rivaled only by the craftworlds and the necron world ship (is that what it's called?) in size (it has it's own ecosystems :O)
Also, I really like their fluff history, the fact that they're basically THE reason the Imperial Palace held, how they save the mechanicus in the martian civil war, and that fluff piece about how they create amazing tank-hunting doctrine that was so efficient the mechanized Iron Hands told them not to share it.
Plus, Land Raider Achilles.

Rogal Dorn intentionally sent them there, to break them so they could be reformed into chapters.
And either way, they were still kicking ass. The IW, even though they were the ambushers, didn't have the strength to wipe the IF.

Black Templars. They realise the Codex Astartes is a load of shazbot, after all, if you have to restrict yourselves to prevent yourselves turning to Chaos, you obviously don't have any confidence in your own faith  .
Aside from that, they all run around with chainswords, they run faster the more of them die and theres like seven times as many of them as almost any other chapter (except Space Wolves).

Really hard for me, Probably a tussle between Dark Angels, Night lords and Raven Guard. The latter two because i like sneakiness and as a secondary point the raven guard's 'realistic' portrayal in FW fluff. The dark angels because as a six year old they were the first warhams i ever saw. Alot of the grim dark artwork of 2nd edition 40k features them. Runner up is probably the fists but only because i like the idea of futuristic siege warfare and yellow space marines. I have no particular love for their fluff. @smudgethekat: I believe the salamanders also have a strength of over 7000 marines.
