Personally, I think that an other robotic race would fit in nicely. So far the only robotic races are the Necron (which not everyone love the undead theme) and the Tau (not really a good rep for robots through). I also think an army that uses hardly any numbers would be a nice fit too as even space marines have 5 to 10 or more per squad. My idea I been kicking around would be an army where the basic troop squads only number between 3 - 6 and just about every other slot is a single tank/monsterous "creature"/ or highly specialist unit.

While I didn't think of a good name for this race (creating names is something I'm really bad at), my backstory for them would be similar to the Tau in some aspects. A race of highly intelligent being created armies of robotic warriors to protect them from the dangers of other species of the universe. This race could not escape fate however and ended up passing on, however the robotic armies they created continue to protect and obtain resources for a race of aliens that no longer exist. These robots are completely self reliant and will even attack foreign enemies to ensue that the host will remain protected. However, if they determine that a certain species is not a threat or more value would come from cooperation they could just as well work with them.

As for how the army would be rules wise, I actually think an entire army that uses the "Slow and purposeful" special rule would be interesting, however I would include a special rule that it doesn't affect assault movement so the penalty for slow would not be as great. Obviously transports would be a key piece of this army to move such slow troops, I'm currently thinking of two transport options. An standard tank similar to Rhinos and a "cannon" transport that would allow troops to be launched across a battlefield via Deep Strike (would need some heavy special rules through). I would need to really sit and think out the details and such but so far I like the idea.

An other option would be a race that has a more alien look to it. Other than the tyranid, everything in 40k has a humaniod design to them and something different than that (and not being entirely evil) would be an other great addition imo.

true poor choice of words problem may be that they have yet to regain their full strength I would think so may not be a major player in the galaxy perhaps as allies?

I would make up a new codex for a new race. Where their special ability is "banding" Basically where any unit and any number of models or other IC and Special Characters etc...basically the entire Army has the ability to have different kinds of squads join other squads into a bigger squad. So You could have your entire 6 troop choices band into one troop during the game and they all take their shooting and assault phases at the same time.

Kinda think of it as every model having the independent character rules!
