I would have to vote for a rehash of the original Genestealer Gult. They've already got a fair amount of fluff for them...yellow Compendium and the Orc book that covered Orc Hybrids. Between the LatD list and the adversaries rules from the DH/WH books, I think they've got a pretty good base to work from.

There was a great selection of minis for them so mini support would be pretty simple...respin what they've already got. Maybe a Cult Limo model...

Lost in Space

I'm with hotflungwok on the Spacehulk type codex. It would require no core rules changes but like the Cities of Death codex provides a "new" dimesion for combat. The codex would cover not simply fighting in space hulks however. This would also include a varety of possible interior enviroments from space ships to prisons to underground bunker complexes.

Playable units would be limited to mostly non-vehicle units with the exception of walkers (no defilers or titans).

The big shift in game play would come from the optional use of dividing tables. This would work by taking a standard 4'x6' table and dividing it into two equal parts like two 4'x3' or two 2'x6' sections. These sections would be used to represent adjacent sections of a ship or complex. Travel between sections would follow codex and scenario defined restrictions. For example the two section represent decks 12 and 13 of a space hulk. Travel between sections can occur in one of three ways: lifts, stairs/ladders, or special exceptions. Exceptions would include breaching the floor and then making dangerous terrain tests for the fall/jump or breaching the ceiling and using jump infantry or special equipment to ascend. These transit points would make for some interesting bottlenecks.

Terrain kits would follow the same pattern as cities o' death and would be interchangeable with those kits. The main difference would be the use of longer bulkhead (walls) sections to cover more area.The modeling section would focus on how to use the kits to build modular rooms or bulkhead sections.
It could be pretty interesting especially since the background and fluff are already pretty well ready made with games like Space Hulk and Necromunda.

Another vote for a "Dogs of War" codex for 40k. For years I've had a number of ideas that I occassionally add to. In Fact, I think I posted some on dakka a number of years ago.

Anyway, like its WHFB version, a Dogs of War codex should allow an entirely Mercenary force as well as units that could join various existing races.

Enslavers would be an interesting. Imagine having your standard IG, Guard, Dark Eldar or whatever other army but you replace the HQ unit with Enslavers. You could play an army as an IG force that is controlled by Enslavers. Give the Enslavers some nifty psychic powers and a slight threat that some troops may occassionally break free from the Enslaver mindcontrol and you have an interesting army.

Vespids and Kroot could be thrown in with a couple units. Demiurge, IMO, would have their best shot of appearing model form via a Mercenary Codex, too.

The main challenge would be making sure that if a player took a mercenary unit, it would not offset the main Codex army's balance. And you'd have to limit what armies may take what units. Necrons and Tyranids, for instance, don't seem good candidates for having mercenary allies.

A mini-dex detailing the Adeptus Arbites and maybe a Planetary Defense Force Template. In all the novels and fluff, these are usually the first ones to come up against the invaders or cultists or what have you.

Or maybe a 'dex that outlines some of the many SM chapters, giving a brief synopsis of their areas of expertise, heraldy, and traits.

Exodites would also be kind of cool too, with eldar on cold ones with laser lances.

Yeah, definitely. One of the most interesting parts of the background is the cults and resistance within the Imperium, and they’ve been largely ignored of late. Genestealer cults are among the most famous and probably the coolest of the rebellions, and would be a welcome return to the game.

I’d write a Codex: Insurrection, and design it around different human forces that have rebelled against the Imperium. Every force would have access to regular IG, conscripts and civilians (who would be even worse than conscripts) and limited heavy, fast attack and support options.

But from there you could choose different HQs that would give access to other units. Select a Genestealer Patriarch or Primus and you get to take ‘stealer units as elites and hybrids as regular troops. You’d could select a chaos cult leader as well, who would basically give you access to the mutants and the like of the LatD list of old. Or you could opt for a PDF or Imperial Guard commander, who’d give you access to more regular support weapons, like Leman Russ tanks and the like (though you’d still be noticeably short of the heavy weapons the IG can put on the field).

For existing lists: Squats are dead and gone, Genestealer Cult (like LatD) is just a IG variant with substitutes for Ogryns & Stormtroopers. Kroot are insufficiently techy.

I think I'd like to see a hypertech "swarm" (Fleet JP HtH Troops) built around S4 T3 Sv4+/5+I models - that would be pretty cool and play differently.

I want an Imperial support 'dex. Legio Mechanicus, Titanicus, Navy airpower, and so forth. Like the first IA book, only not solely for guard and not so full of sleep-inducing Russ variants. Variant lists for Marines and Inquisition armies as well, and so forth.

I really just want to engage a 2-3000pt army with 1K, maybe 1.5K of marines and a bunch of Thunderbolts and Lightnings and Marauders, really, but other interesting gak is a must.

I've been working on a new army called the Trinods which are basically creatures that have followed the tyranids out of their own galaxy.

unlike the 'nids each of the trinods is capable of independant thought, but they still grow their own weapons. they are a highly resilient species, but really weak strengthwise. These guys also differ from the 'nids in how they are more long ranged than assault and they are less customizable.

I had a similar idea except that the species in question fought the tyranids out of their galaxy. Then they followed them to make sure that the tyranids didn't hurt anyone. But once they arrived in the Imperium they were encountered by man and branded as a Xenos threat.
They would be armed with advanced rifles similiar to Tau but less Gundam looking and more awesome.

Everything I would really love to see has been mentioned by others, except a codex detailing the imperial navy. Imagine boarding actions, a la BFG, in 25mm scale. I would definitely go for a Rogue Trader codex. What I would desire most by far would be an adeptus mechanicus codex, which could be rolled into an "organizations codex" which would include, for example, Arbites and Custodes. In such a codex it would be interesting to see lists for PDF and the private forces of folks like the Necromunda noble houses. I would definitely buy a Squats codex too, particularly if they had some of the mech flavour of the Tau, but looking more arcane and gothic.

I would vote in the following order:

1) Codex: Mercs/Dogs of War
2) Codex: Non-humanoid alien
3) Codex: Boarding Actions

The first is just a neat idea, particularly for smaller point games, and showing the seedy underbelly of the universe would really make it interesting. A small, say 45 model army of individually crafted Rogues would be neat.
The second, because I think there should be more Xeno love, but I don't want them to be"humans with funny eyes!" or "humans with funny ears!" or "dead humans with metal bodies!" Tyranids were a good start on that. Let's keep rolling with that idea.
The last, because it would be really fun, and kits of modular walls and such would be handy even outside the specialized games for it. I want to build a table with a full scale office/factory type building, with the different levels being different tables all connected by stairwells etc. I think that would make for fun clean and sweep missions.

Edit: Of course, looking at it now, 1 and 3 would really go hand in hand.

Sounds a little like Flames of War Early, Middle and Late War system.

If you're playing an Early War game, you're only allowed certain technologies as
they were available to the various countries. It's an interesting take on historical
accuracy vs. gameplay.

I think more books about the where and not the who would be nice. love the space hulk idea.
more random element like the catachen devils or exploding frogs would also be fun.


on the other hand, I would totally love a Rouge Trader Codex. that would be like, awesome (2x)

Adeptus Mechanicus would also be nice, with little drone servitors and work station ogryns, or something like that.

Codex: Necrontyr

They escaped the Necron purge in some sort of stasis ship. Technology even beyond the Necrons, but the Necrontyr themselves are wimpy things. As befits their refugee status they have special morale related rules to represent the fact that they are always attempting to flee the battle (bad morale helps to balance out their absurd firepower). I have a half-finished version somewhere.

All in all, fact is that Warhammer 40K has never been as balanced as it is now, and codex releases have never been as interesting as they are now (new units and vehicles and tons of new special rules/strategies each release -- not just the same old crap with a few changes in statlines and points costs).

Codex; Adeptus Mechanicus.

Comprising of Tech priests for HQ, exotic weapon systems for heavy support, skitarii troops, tracked servitor terminator-esque elites etc. Plus a titan legion infantry/mechanised option for filler and to help theme a titan orientated army for apocalypse. Apart from the titan legion ground units a non-stc exotic flavour would be in order as well as a superior ability to repair vehicles during a game (regeneration rule?) to reflect the fact that the h.q units are going to be way better than tech marines.

Codex: Viva La France!

The troops would have the stat lines of grots and would have to roll leadership checks as soon as your opponent starts to set up his army. The most powerful units would be allies and all the vehicles would have AV14 rear armor.
