maybe not a codex but how about a special character instead: Mr T 1000 points WS10 BS10 S10 T10 W10 I10 A10 Ld12 Sv1+ war gear: two close combat weapons (brass knuckles) Assault Cannon melta bombs frag grenades krak grenades special rules: I pity the fool: any model in close combat that fails to hit or wound suffers a strength 4 ap1 hit Snickers, get some nuts: any model who takes a wound from Mr T takes a sissy test ( Ld test with a -5 modifier) if failed the model gets hit with Mr T's Assault Cannon even if he has already fired this turn options: may take a baneblade for 500 points ROFL LOLOLOL

I would create an IG Codex that had rules for using super-stealthy units, espionage, and lots of assassins, but no vehicles at all. I think it would be a good trade-off if you could use fast, stealthy units that could kill quickly but insignificantly rather than an army completely based on slow, lumbering heavy weapons that kill slowly but significantly. It would be awesome, to say the least, to have an extremely efficient army based entirely on infantry units with long-range guns and powerful CCWs.
I would make it so that these stealth units were nearly impossible to kill unless you used something like Infiltration Detection, but until you stopped them they would pick individual units off like there was no tomorrow. Of course, the units would be weak, but they would definitely be difficult to find, so everything would be pretty fairly balanced.

There was a thread on this over at the-conclave.co. uk, where one member got a bit 'animated' about how the only reason that people think that the Hrud are ratmen in space is from one small picture from the 3rd ed rulebook. But then he has a picture of what they look like at the moment in current fluff. It's on the 3rd page. Here, here, here you can find some really interesting information about the Hrud, although it's all =][= rules. But they are the 40k equivalent of skaven, just not ratmen in space. If anyone asks, I can copy the information onto this thread.
I'm not sure what codex i'd invent. Maybe rules for all the different Tau auxiliaries.

Loaxtl special rules
Feel no pain.
Fear not the darkness.
Loaxtl utilize touch, and taste, to find their targets. Hence, night fighting rules do not apply to them. However, any units that simulate night fighting rules (such as psychic powers, and special suits of armor) are still effective at confusing Loaxtl senses, and are used normaly.
Abhor the wrath of the gods.
Loaxtl are a species that are born, and live most of their lives, underwater. Because of this, they are singularly intolerant of flamers, and other weapons. Any template weapons, such as flamers, and skorchas, may choose to re-roll any failed to- wound rolls. In addition, these weapons ignore the Loaxtl's feel no pain rule. Also, any Loaxtl unit suffering casualties from such weapons must take a leadership test at a -1 penalty, or flee in a straight line directly away from whichever squad inflicted said wounds.
Fleet of Foot.
All Loaxtl infantry are fleet of foot (USR)

All the units are armed with a flechette launcher which has the following profile

Adaptations
toughened scales. 3 points per model. Each model gains +1 toughness which will stack with the number in the parentheses, not the normal toughness of the unit.
Adrenal glands. 3 points per model. Each model gains the furious assault special rule
Basically, the codex goes on like this, making an army that is part tryanid, par kroot, part lizardmen ninja. Who have access to adaptations, and different kinds of wargear. The difference is that they have no tanks at all, and their heavy weapons come in the form of slave teams.

Codex: Watermelons Army Special Power: Up the arse All Watermelon units in the army have this ability. The Watermelons travel up the anuses of the enemies, killing them instantly. No to-hit and to-wound rolls are needed, and no saves can be made (not even Invulnerable saves!). This does not work on Monstrous Creatures, Vehicles, and Eternal Warriors. (Because Calgar likes it there). Upgrade Watermelons with Pineapple Barbs: 10 points each Pineapple Barbs make Watermelons more lethal. All Watermelons that have been given Pineapple Barbs score automatic penetrating hits when they use 'Up the arse' on Walkers. This also allows them to instant kill Eternal Warriors and Monstrous Creatures.

Along the same lines, if your 0-1 HQ Choice was "Craftworld Eldar Pirate Lord," Exodites and Kroot or Tau mercs might become elite, Eldar Pirates would be troops, etc. Chaos affiliates and Dark Eldar would be off limits, etc.
I love this idea because it develops the 'seamy underside' of the 40k universe. We know the huge empires, the galaxy-spanning campaigns, the religious doctrines, etc...but we see precious little about the backwater worlds who have never heard of the Imperium, Orks out from under the thumb of their Waaghlord, Tau set adrift after the Crusades, and the many interesting cracks of the universe.

A new name like Codex:Renagade would be nice. That codex would be HUGE! There would also be no nids, as they can't go bad, they are all one. But kroot humans and eldar as a backbone for this sounds good. And humans get a large varity of guns because they are in four+ armys. Overall, I think that or a dwarfish mech based rase would good. But they would have difficulty standing against the main armies like SM, CSM and IG (alot of those in my area).

My friend has done a Thousand Sons codex and it's pretty good. Its based around magic and his basic troop types are hell good. Bolters all have "hellfire rounds" or whatever they're called. S4 AP3 rapid fire each! Good bye SM, hello CSM.

I like Yakface's idea of a Codex: Legends, which I am sure I have seen him mention elsewhere. Now if I can just get him and the guys at BoLS together to work on it
I would like a Codex that players could integrate with any existing Codex, so something like Codex: Enslavers would be a good idea, or something like Legends where each existing Codex is amended depending on where on the 40k timeline the battle takes place.
Even a Codex for a particular place in the galaxy (some backwater) where each army was altered due to the peculiar nature of the place would be good, because again it would benefit everyone. It would not be the same thing as a campaign book, with a narrative and so on, just a setting with some special rules.

No offense, but none of those things are exactly ground-breaking concepts. It's basically just "high technology." All of the other traits (besides the guild one) follow that one trait. Advanced technology = autonomous tech, energy weapons, anti-gravity, powerful shooting, weak cc, etc.

I also like the idea of a Codex: Grots (okay, I know there are loads already out there, but this one would be mine!).
It would be based around the idea of the grots nicking the enemy's weapons and wargear during the battle, and using them against them. Would be rather hit and miss, and would not make sense against certain armies (Tyranids, Daemons) but it could be fun.
Something like a unit or HQ that allows the Grots to make theft attempts at the start of each Turn, and then maybe another unit that gives a bonus to the rolls.
To nick a weapon you need to roll over its Strength on 2D6, and to nick wargear off a character or upgrade character you need to roll over his/ her/ its Leadership on 2D6. The Grots would only get one go per Turn, so the player would need to choose wisely.
That might be the theme for the army as a whole. Rather than excelling in any particular area of the game (Deployment, Movement, Shooting or Assault), perhaps the Grots excel at making other armies bad at those things. Disrupting deployment, interfering with movement, obscuring shooting and running away from assaults?
I am pretty sure the Grots would be able to take Kroot mercs, if they can handle the Kroot eating D6 of them every Turn...

One that is thoroughly tested against every other codex and had units that didn't feel like a waste of ink on cheap paper?
But we can just start with a codex that is thoroughly tested. That would be the first major step.
On a serious note:
Codex: Ork Clans, as all the character of the lists has gone by the wayside. Take it back to the same feel as the previous clan lists. The Ork Codex is far from bad but there are a whole lot of entries that feel like wasted space. Reworking the clans could help alleviate some of these problems. I'm a Speed Freek at heart and objective and the one loot counter in your deployment zone kind of destroys the whole concept of Speed Freeks and takes advantage of weak vehicles that you expect to die, and ones have to spam to hold any true usefulness, by offering a kill point a piece. Most games with my Speed Freeks the only hope I have of winning is tabling my opponent which something that has gotten out of hand.
If that fails I would love to see Codex: Chaos Cults as the same problems that apply to the Ork Clans now plagues the new flavor and feel of Chaos. Mixing marks all over the army and lack of cultists or a LatD style should be addressed immediately.

You can't see a couple Grots holding a Carnifex's weapon up, aiming at the target, while other Grots jump up and down relentlessly on the body to make the glands squirt?  Sounds nice and Grotty to me.

The way I imagined it:
HQ:
Minor Prophets. Basically mounted on the gravity throne, with an optional bodyguard of those behatted honour guard elites or brutes, the prophet himself is weak in combat, but has a lascannon style ranged weapon (think the reverse engineered sentinel beam built into regret's chair in Halo 2), Also, if chosen he confers a bunch of nice morale bonuses.
Elite Field-Master + optional retinue. Speedy Assault unit, more geared towards pwning things with fast, high init. attacks than strength. The Field master gets a 2+ save from his master crafted (gold) armour & an invulnerable save from his shield. If chosen brute packs become a 0-1 choice
Brute chieftain + optional pack. Slow assault unit, basically the opposite of the elite HQ unit, I.e. low init. & save, balanced by high strength & toughness. If chosen as HQ Elite units are a 0-1 choice
Elites:
0-1 black ops unit. The dark armoured spec ops troops from the end of Halo 1, mixed squad of elites & grunts, grunts get heavy weapons, elites get plasma rifles & grenades. they can also infiltrate Infiltrate.
Eyes of the Prophet. A unit of active camo'd elites, with energy swords. tasty in combat, but vulnerable to shooting (their armours not as good as the rest of the elites, & theyve swapped the invulnerable save providing shield for active camo), on the other hand, they can infiltrate, & any unit trying to shoot them has to test to see if it can see them using night fighting rules, & they can infiltrate.
Brute Packs. Basically orks but with better BS. lots of upgrade options to represent all the different varieties of weapon carrying brutes you get in a pack on Halo.
Jackal Snipers. Jackals with sniper rifles. They miss out on having the energy shields though. Good for pinning enemy units & picking off high toughness troops, but not much else. they also get to infiltrate.
Troops:
Grunt squad: squad of 10 - 20 grunts. WS 2, BS 3, S 3, T 3, W 1, I 2, A 1, LD 7, Sv 5+
Crap stats, but their plasma pistols & needlers are assault weapons, & their reasonable BS means they can pump out a lot of medium range firepower while still being mobile. You get the option to give them 1 elite for every 6 grunts in the squad, which boosts their LD a bit too.
Jackal Squad: I figured Jackals would be pants in combat, but they get a BS of 4 or 5, & the ability to charge up their plasma pistols (unlike the grunts) for a higher strength, Higher AP shot. They dont get an armour save, but because of their energy shield, they always count as having a 4+ cover save when being shot at.
Drones: Swarm bases that get D3 + 2 plasma pistol shots per shooting phase?
Elite Squad: I decided not to put these in the elites section, 'cos A: theres already a lot of elite choices & B: theyre the backbone of the covenant military anyway. I figured similar statline to marines (seeing as master chief is for all intents & purposes, a marine, & the elites are his equal). They get plasma rifles, & some can have needlers. The Red one gets the option to have an energy sword. I figured, with the exception of the field master & the invisi-elites, all elite armour would be represented by a 3+ save & 5+ invulnerable save. To balance out their relative goodness, theyre a small squad, I think maybe 8 or 9 members.
Fast Attack:
Brute Choppers: Bikes, mostly good in combat
Ghosts: Jetbikes, Mostly good at shooting. They have grunt pilots as default, but the option to upgrade to elites for improved BS & Save
Banshees: Fast skimmers. Armour could be something like 11, 10, 10. Armed with a fuel rod gun & twin lined plasma rifle. I think maybe they should have a special rule whereby they always count as having moved at full speed for the purposes of being shot at. Only 'cos theyre more flyers than skimmers, & the rule would represent the fact that theyre so manouverable.
Heavy Support:
Hunters. Each squad consists of two hunters. Armed with fuel rods, but they can upgrade them to the 'beam' fuel rods in halo 2 & 3.
2 + save, 2 wounds each, high strength & toughness. Shield counts as a rending close combat weapon (rending 'cos of the razor sharp edges, see) which always strikes at initiative 1 but gives them +1 strength. Also, some kind of special rule, whereby if one hunter is killed, the other goes crazy a la blood rage & must try & assault the nearest enemy unit. (cos the hunters are supposed to be a bonded pair)
Wraiths: Big, shooty, indirect fire, skimmer tanks. Armour something to the effect of 13 - 12 - 10. They get a plasma mortar & twin linked plasma turret
AA wraiths: Same as the above, but more geared towards dealing with enemy elite infantry than vehicles.
Scarabs: super heavy walker. A forgeworld job, methinks.
Gear:
Energy sword: power weapon that wounds on a 2+
Honour guard glaive: power weapon
Gravity Hammer: Strikes last but doubles user's strength, causes additional D3 wounds at user's original strength value every assault phase (to represent blast effect)
Dual wielded weapons: gives an extra attack in combat as per extra combat weapon, & allows 1 to hit re roll when shot.
Active camo: A model with active camo may infiltrate, & enemy models must use night fighting rules to shoot at them. As well as that, A squad needs to take a leadership test to assault a model with active camo, to represent enemy models not knowing if the camoflaged model was just a trick of the light.
thats how I envision it at any rate.

It would be really awesome to have an entire army based on Goblins. Night Goblins from the Fantasy range, specifically. Give them tons of guns and have around to to the big guns, and they'd be sweet. They should totally have looted weapons like Lascannons and Meltas, maybe a lasgun here and there. Gobbos are awesome.

I've bee tinkering around with this idea, my friends and I are going to playtest sometime in the coming year.
CODEX: Emperors Runts
Think of an adeptus mechanicus mixed with squats.
The fluff: Due to failings in the Golden Throne the Adeptus Mechanicus launch a mission to steal some of the Emperors DNA with the ultimate goal of making an Emperor clone.
Problem is they're interupted by the Inqisition or some other rival and get away with a very limited sample.
The seed is then hidden on a High grav Mechanicus planet (possibly near the eye of terror). When the cloning attempt is made there is only enough for two clones. There is a problem due to the limited dna sample and degredation of the cells from the Throne failing. The results are a type of Dwarven Space marines.

Due to the yin/yang of the universe, one of the new primarchs is sucked into the warp or some other such fluff that allows a chaos version.
The stats end up being unusual even for the basic warrior runt. something like this:
WS5 BS3 S4 T5 W1 I4 A2 Ld10 Sv 3+or 2+
The troops carry Storm Shields and Thunder Hammers(With the only ranged option being a flamer?It may be their special psychic ability). All ranged weapons are on vehicles,bikes dreadnoughts or artillery.
Per/model cost would be 25-40pts depending on the final Armor Save. Am currently leaning towards the 3+ for basic troop. The points will be cheaper than normal SM because of access to Adeptus Mechanicus armory and due to standardization of infantry units making for less flexibility.There may also be an extra wound at the apprpriate points increase for any vetran or elite.
The Dreadnoughts will look like a cross between the current SM model and an Inquisition Penetent Engine. The bikes would be improved Squat Trikes.
I envision an ultimate ground slogger that gets hit with a lascannon or some other such and you can mentally see the dwarven character get knocked back until he digs his feet in and then torturously continues to slog forward.

Like the ideas of the Squats and Adeptis Mechanis the Dogs of war (space felines/
lizards ect..) sound interesting, as well as the idea of some sort of force in
pursuit of the tyranids, The old ones would be kind of cool but unlikely to happen
since were wiped out.
My ideas:
Space Minataurs big bad and ill tempered
Holy Host a type of Angelic army since I belive that Chaos cannot be the only type
of supernatural force within the galaxy, perhaps they have been out of the picture
for so long because they were the ones trying to rid the galaxy of the tyranid threat
and now that the nids have entered the known galaxy the angels have resurfaced.
would have no vehicles consist of all jump infiltry as troops
angel and true cherubs, arc-angels as elites, archer type heavies or psykers ect..
flamers, power weapons and good armour are basic equip perhaps
abilities like angelic intervention (a rip on vanguard I know but it fits)
Sisters of battle would be a good basis for this army but it would be a totally
differant entity but the idea of "acts of rightiousness" (anouther rip but I'm not ashamed  )
would work quite well also.
Mostly I see it being assault based.
and of coarse there would be some pretty impressive HQs in the form of demi-gods,
ascedant beings, celestial beings and other forces of light.
anyways thats my speil on this.... for now

Actually, the codex fluff I've seen so far never says the old ones were completely wiped out. What I've found so far is that the last few fled or dissapeared.
I'd love to see a way for them to reappear but not as a codex army. Just some special rule type force or effect maybe.
