This a list I built for my friend's Guard. His fluff is that he is on the brink of going Tzeentchian.
I won't get into too many details, as he and I are still pounding out the kinks in the story, but his regiment finds an orphan child, and they take her in as a mascot (much like what happened to Creed). As is turns out, but is not revealed to our hero, she is a Changeling. People in the regiment start bursting out with psyker powers, the Commissar is killed in an "accident" and the Commander still thinks he is doing the work of the Emperor.

Anywho, the point of the list is to screw with people. Callidus pushes a squad out of cover, which is eaten by the Battletanks. Harkers squad takes up a forward position and puts down cover fire (with a surprising 3+ save while being very mobile), as the flamer vets move to torch and capture an objective. Marbo does his thing, and the Callidus wipes out tough stuff or otherwise prime targets after they are hit with Weaken Resolve. Infantry Platoon shows up nearly behind the enemy and opens up on rear armor (weapons teams relocating for better shots with Like the Wind!).

It deploys with 3 Chimeras, 2 Battletanks and 10 men. It doesn't feel completely solid at this points level to me, but this is its first incarnation at 2:00 AM. I want to say all the spontanious appearing killer units will make the enemy deploy defensively, but I don't know. Then again, that is exactly why I'm asking you, isn't it? What would you do against this list? What would you change?

PS: Excuess me if there is something I'm missing about taking the Callidus Assassin, I don't have the codex on me.

Some people claim that the Daemon Hunter codex doesn't invalidate the old assassin codex and use the rules from that one. I mean personally that's not something I would do, just saying some people do that.

Even though I wouldn't do it myself I wouldn't kick up a fuss if someone fielded it against me. Darkhound you should take this into consideration if you make this army, who it will be fielded against mostly, ie: is it a tourney army or just casual.

With that aside I can't say that I've had much experience with the new guard yet so can't offer much tactical advice. The fluff of this army though just gave me a great idea for another fluffy army I wouldn't mind creating. A kind of tzeentch traitor guard army build from the new IG codex, take lots of psykers, using a heretic inquisitor with daemonhosts representing Lords of Change or something. Interesting...

Yeah, I'll have to get my hands on the Witch Hunter's dex. An Inquisitor with Mystics will add to the 'screwing with you' theme while making it more competitive.

You need to get Daemonhunters to get Mystics

Well, whichever. Now, how would you fight this? I need to know, because at somepoint I'm going to be going up against it.

So, this list is going for maximum screwing with people. It needs to have an inquisitor with two mystics and a LR Exterminator with plasma sposons to kill any deepstrikers. That will screw over quite a few strategies.
