When running a foot sloging list is it better to have choppas or shootas?

It all depends on how you want to run your army. Shoota boyz will lay down a respectable amount of damage at range without hindering your ability to assault later in the turn, but the only real difference between the 2 is where the dice get rolled, in the shooting or assault phase.

Orks are already A2 without a pistol and CCW, so the question really becomes flexibility. Here's the skinny there: Shootas will give you the ability to put down a lot of fire at range, twice as much as the slugga, and at 1.5 times the range IIRC. So you really need to ask yourself this simple question: At a maximum of 4 dice per ork (not including your assault bonus), where do you want those dice to be useful, crumpin' or shootin'?

Depends how they're getting there. For Battlewagons and Footsloggers, I prefer Shoota Boyz. For Trukks, it's Slugga Boyz all the way.

Most of my boy horde are sluggas. Slogging they get into CC faster as you aren't spending the shooting phase shooting. Once you think you are close enough for the assault, Waaagh!. Getting into CC faster works to protect your boys, as once you get stuck in they can't shoot you. I have a mob of shootas in there to shake things up, but they are very exposed for the extra turn it takes them to get into CC.
