It's probably clearly outlined in the rule where it says that the psyker may be in CC at the time and the targets, but does this mean that if I'm not in CC I can cast it and hit enemy units that are in CC?

Yes. If you are not in CC, and there are models in CC within 6" when cast, they take the hits as well.

It is clearly outlined in the rules for Nurgle's Rot: "The psycker may be in close combat at the time, as may the targets."
It's only S3 AP-, but with a 6" radius from the caster's base (making 13" across from a Sorcerer on a 25mm base!), it's one of the nastier WMDs in the game, especially against stuff like Tau and Imperial Guard.

the rule is very clearly outlined as it an hit the enemy in close combat, gwar is right i see no reason you can even contest this rule when it says it planly in the rule
