This one has been kinda bothering me. I'm not bold or stupid enough to attempt it on my own, but can you use the Lesser Daemons and Greater Daemon to fill the manditory HQ and 2 Troops, even though they don't take up a FoC slot? The same goes for all the other units like it (IG Priests and Techpriests being the only two I can think of off the top of my head that matter).

No. "Doesn't count as filling up a Force Organization Chart selection" means that they don't count towards the mandatory HQ and Troop fulfillment.

I don't think so. Since they don't fill a FoC slot, they cannot be your mandatory units.
Your mandatory units have to fill a slot.

The problem is, where does it say that? They can capture objectives and do everything regular troops can.
I don't think they can either, but why not explore the possibilities eh? (in before lock, cause it might happen)

Cheese Elemental is right, if they don't fill the slot, then they can't be used to fill the minimum slots.
That said, nothing is stopping you from really skimping on your mandatory HQ and Troop choices. Two squads of five Chaos Space Marines with Flamethrowers and Icons of Chaos Glory and you have both the points and some anchors for units of 20 Lesser Daemons.

Nope, they cannot. In order to satisfy the mandatory Troop Selection, you must take units that occupy that Selection. Units that do not take up FoC cannot occupy mandatory slots (with the exception of the Emperors Champion, he and he alone can do so).

Exploring the possibilities is always a good thing, when there are possibilities to explore. However, there is no possibility of using Lesser Daemons to fill mandatory Troop slots, not a Greater Daemon to fill the mandatory HQ slot since that possibility is precluded by the rules.
Not to say I haven't occasionally had this thought as well, but there's no reasonable way around the rules in this matter.

Yeah I would like to know that too.

By "Offline" you mean to Guantanamo Bay, right Gwar?
Anyways, yes, two troops is a requirement of the Force Organization Chart itself, and thus the daemons cannot meet the requirements due to not being a Force Organization Chart selection.
They can still capture objectives, of course.
