I've seen an effect done on a couple vehicles that i like and don't have a clue how to re-create it.
I had a quick search and couldn't find anything, but then went on google to find a picture of the sort of thing i'm looking to achieve.
any suggestions on how to pull it off?

Forge World weathering powders (or Mig) or sanded dry pastels or equivalent. Water down some PVC glue and build it up. Here is a link for this technique...

That was a pretty good tutorail (and your new avatar is weird man  )
Also Id like to add something though that I see ALOT of people doing this forget. The top of the treads on the tires and tracks and such DO NOT have globs of mud stuck to them, or dirt, or sand, or any type of weathering. You have to realize that when in motion not only does that stuff fall OFF the tops of the treads etc. but it also gets worn by comming into contact with the ground/road. So for tires, the top of the treads would actually be a bit dark (natural tire color) compared to the rest of the tire. Same idea with the tracks.
So any weathering you do, Id suggest rubbing it off the top of the treads to make it look like more realistic. And dont be affraid to rub the stuff off with your fingers people, itll all clean off you just fine lol. Automatically Appended Next Post: Also Id suggest messing around with baking soda and the like. Its powdery, and as long as it doesnt get TO WET from the paint itll keep that grainy look. So practice on some sprues or a piece of junk mini. A few tries and youll get it down

Wall Filler means plaster like Polyfilla.
Something like this:

Exterior use means it will be waterproof.
If you want a rougher surface you can mix in some fine sand.

If its mud you want, I reckon a nice chewy all-purpose glue would look right if applied roughly but accurately, if that makes any sense. To me thats what looks like is on the tracks of your example photo.
That tutorial looked pretty good tho.

The following are all used with wall filler. There are no in depth and illuminating response i can think of.
1) Go to home depot and purchase a bottle of it
2) Use a plastic disposable knife
3) Scoop and spread the content like peanut butter...
4) Profit?

I used wall filler once, when making jungle scenery, and it is very good for when you want that rough texture.

Try adding paint & static grass to the mix - then you won't have to paint it once applied.
Try adding PVA / white glue for a glossy wet effect.

Or I could just tell you how I did it since that's my tank.
If you have a spare tenner then pick up the following things:
Mig Acrylic Resin
Plaster Powder
Earth tone pigments (I use Mig Russian Earth, Panzer Grey and Standard Rust)
Brown Acrylic Paint
Fine Sand
Plaster and Sand can be acquired very cheaply from your local B&Q. Just ask for some split bags as they will sell them for next to nothing as some builders find them useless.
Get yourself a mixing dish (I use an old Muller Rice pot) and mix together about a teaspoon of plaster, pigments and sand. It may look a bit light because of the plaster but that will darken. Add a tiny bit of water to the mix and you'll see the colour you're getting. Then pour in a small amount of brown paint then add a cubic centimetre of the resin and mix that bitch! If it's too runny, add some more plaster or sand. If it's too thick, add some water. Then slap it on using an old paintbrush and wash with soapy water afterwards.
I don't have step-by-step pics at the moment but I am painting a tank next week so I'll try and plonk something up then. But all that I learned was from Mig's AFV Weathering DVD.

PVA glue, black paint, static grass and flock all mixed together applied with an old paint brush.
Allow to dry, then repaint with black paint as an under coat
Base coat Scorched Brown, applied as dry brushing leaving some of the black showing at the edges and in recesses.
Graveyard Earth then applied again dry brush. for mud that wet I then apply a water down black wash
Drier mud highlight with bone on the upper/outer edges.
Works for me.
