Master of the Forge is Master of the Forge. Does it say he can take command squad or honor guard? Reading the codex usually solves these kind of questions.
More likely he is talking about Forgefather Vulkan He'stan, in which case he doesn't let you take an Honor Guard or Command Squad. The Special Characters that can take Command Squads are listed in the Command Squad's box, and the characters that can take Honor Guard are very explicitly stated.
