Im planning on starting an Eldar army, at the moment i have an ork army and i decided i want a bit of a change.
At the moment i have no models but my friend has started tau so he can sell some of his Eldar models to me for cheap

I was planning on a scorpion list with Karandras &10 scorpions, fire dragons in a wave serpent, rangers/pathfinders, dire avengers and the new fire prism thats soon to be released.
Im open to sugestions but i dont like gardians.

Well, I'd consider two units of Dire Avengers in Serpents as a core.
Add one unit of Pathfinders and you're set for 1500 pt games.
Eldar have decent HS units, consider them.

Eldar are great. At least IMHO. That may be because I used to play Dwarves in WHFB and you know.. They lack a bit of speed..
If your friend have some models borrow them and try for yourself. No better way of finding out if they suit you..
Eldar may have gotten a bit rusty but they can still put on a good fight.

The new Fire Prism looks like this:

Don't know anything about new codex in near future. I don't think this is going to happen soon.. Just a model replacement I guess..

If you are aiming towards mechdar: I'd add to wuestenfux's core at least one Fire Dragon squad in Serpent.. Two are standard.. I think this is our best unit..
Of course you don't have to play exactly like others do..
EDIT: Some strange half of sentence suddenly appeared in my post

I dont think they are making a new codex yet, in white dwarf it says IG are getting new vehicles so its probably just like when the sm and ork walkers where relaesed. im not sure about the new fire prism but its definatley better than the other one!

Macon is absoletely correct here.
Fire Dragons are mandatory against heavy armor.

Its going to suck a bit but invest a lot of money on full troops of warlocks on Warbikes with spears. As well as Uthran being your only HQ that you will ever need. Stick to using Doom and Fortune
psychic spells and furthermore you will need to invest a bit into getting at least 3-4 troop choices of Rangers and upgrade them always to pathfinders and make full use of their infiltrate
as well as the ability to re deploy after you already deployed which I believe Uthran gives you that power. He is basically the big Eldar psychic guy.

The vehicles are amazing so use them. Firedragons are good. Make use of swooping hawks ability to deepstrike with bombs but not come in. As well as harlequins and stinking scorpions for
CC.

If you do all of that...you will have an awesome Eldar army. Keep warlocks on warbike far away from CC and only close enough for doom/fortune and other attack psychic powers and then make them run away far away. Hide Rangers in cover and shoot and thats it. Shoot with tanks and do the swooping hawk thing on swarms of foot guys and you CC guys...well just get them in close and let them do their things. I have been beaten by them with this set up so many times I know how a good eldar army works and what it can and cannot do.

In larger games, I'd consider a Seer Council.
Its the best anvil unit in the game.
My Council is on foot mounted in a Serpents.
Others take a Council on jetbikes.
These options are better taken by advanced players.

The list looks good.
The Farseer needs both runes and fortune, while doom and guide are not mandatory.
