Awww did I hurt someone's feelings?
Orks should have some fight to them but they should also be comical.
I don't think that they should be overplayed with their funniness, but I think it would be funny if a scene went like this:

Captain Romero finished looking through his macrobinoculars. Orks, and lots of them. He grimaced. He wasn't getting paid enough for him and his troops to fight against these savages.
He motioned a squad of his brother Marines to get into suppressing fire positions while Romero would lead another squad of Marines and twenty squads of Imperial Guard into the Ork camp.
[Inside the camp]
"Hey! Dat wuz my eatin' squig! Giv it back yer mongrel!" Yelled Khazkr, whipping out his boltgun.
"Hurr hurr try to get it yoo runtherd." Snickered the Nob, who plopped the fat, juicy squig into his mouth.
"Oi! Yer squig, Khazkr! Why, I otta..." Exclaimed another Ork before its head was crushed by the Nob's powerklaw.
"Mmmm...dat was a tasty squig, hurr hurr." Said the Nob as he licked his lips and looked at the decapitated Ork on the ground.
(The Ork fortress' front wall explodes, the Nob is torn in half by a sniper bullet. The Marines and Imperial Guard charge through the ruins and enter combat with the Orks)

Maybe not the best writing but I put that together in like 4 minutes. I think I'd like to watch a movie like that.

That there isn't actually too bad. I congratulate you on your speed-writing skills.
What I object to is orks a la William King; orks peeing on Marines, mooning them, and generally being not scary or threatening at all.

Now the stuff that you mentioned, I think that is pretty stupid as well.
In my opinion the best fluff for the Orks is the kind that depicts them as strong and a force to be reckoned with, but they are funny war loving creatures at heart.
Ork kultur is very interesting, I love it.

IG vs IG turned evil by chaos would be the best I'd say. Less make up issues. Easier to portray humans than aliens as far as costumes, weapons, make up. Less computer graphics. Add some for the final scenes with a chaos demon that turned the planetary governor evil or something like that. Wing Commander (movie) messed up by making unrealistic cats and not explaining enough of the world for those who didn't know and making the ending a bit unrealistic. There's so much story to tell they have to focus on one part of it.

Honestly, Damnatus (the German fan-made 40k movie which was Inquisitor/Dark Heresy based that GW sued over and told the makers that the film was never to be released, yet torrents can be found everywhere) was pretty good.
The story was a sci-fi thriller about a team of mercenaries recruited by the Inquisition on a hive world to hunt down and purge a Chaos cult in the lower levels of the hive. But, they suddenly become the hunted as the daemonhost that the cultists were actually trying to KEEP IN CHECK gets loose (interrupting the ritual used to bind it by barging in guns blazing will do that) and starts killing them off one by one.
The special effects were actually pretty decent for a low-budget fanflick, and I thought they did go in the right direction as far as story goes. Now with, a full Hollywood budget and slightly better direction, I would totally dig a 40k movie done in a similar fashion (but with more gore and more suspense). Well, me and a friend have always referred to Orks as the soccer hooligans of the 40k universe.

@ Ringarin - although I'm starting to really like the sound of an IG based movie, I don't think IG vs Traitor guard would be so great. another thought I came up with when DOW2 was brought up, what would people think of a movie from the perspective of an IG commander, in DOW2 the Eldar use Orks as a diversion against the space marines. I was thinking along the lines of: An Imperial commander has been in a deadlock with Orks for coming on to 3 decades, casualties have been catastrophic on both sides, the system being contested over has great significance for the Imperium. The Warboss leading the Waagh was finally stoped by the might of the Imperial Guard, but even with their vast force, they have been unable to bring an end to the chaos. Unknown to both races, the Stronghold of the Ork forces is situated on the ruins of a structure from a long lost Maiden world. The commander in charge of the defence of the system, and the nearby Hive Worlds, Despite stopping the Waagh in its tracks, cannot bring an end to the fighting. Meanwhile in a far corner of the galaxy, the chief farseer of Craftworld Biel-Tan perceives the presence of a sacred artefact from the days before the fall. This single item may lead his craftworld to prove possible, and initiate the rebirth of the eldar, that their Craftworld has strived for for millennia. A matter of days later, Imperial scouts send reports to the command center of a dramatic reduction in the number and severity of the Orks assaults, as well as huge number of reported rumours of mysterious shimmering figures coming and going almost instantly in the no-man's-land between the two main encampments. throughout the next few days, fear amongst the ranks soared as the mysterious sightings became more frequent and now even inside the imperial fortress itself. Fortunately for those at the top of the Imperial Guard, the unwillingness of their troops to fight, seemed to be matched by the Orks, as there had not been any attacks for a number of days. During this time, the first of the Eldar craftworld had arrived in the system, unnoticed by both the orks and Imperium. The leading Autarch's had spent almost a week leading expeditionary forces of the most elite warp spiders into the heart of both the Ork and Imperial's encampments and gaining valuable information on the state of affairs. Once again, whilst searching the winding paths of the future, the farseers of Biel-Tan discovered key weaknesses in both forces command, weaknesses that, if not left to the crude Orks could mean the toppling of the Imperial presence in the whole sub-sector. This however was not the aim of Biel-Tan's strike force. The warp spiders harassment of the Imperial troops had prevented any assault on the orks, and their strategic assassinations in the Ork Kamp had resulted in continuous fighting as the Orks tried to re-establish who was to take command. The Seer's had singled out a single Ork Nob with the potential to bring their plans into motion. Due to the end of the Ork assaults, the Company commanders had time to construct a plan for counter striking the orks in their own encampment, that before now had been inconceivable. The night before the planned attack, messages had been received by the Lord Commissar leading the assault on the orks. It requested "an audience with the command of the Imperial forces". a reply was instantly sent back granting permission for the unknown informants to rendezvous with the high command as soon as possible. mere seconds after the reply was sent, seven figures warped into the central command center, surrounding the Lord Commisar and many of the commanders in charge of the forces on the planet. Startled by the sudden arrival of the unknown guests, the Commisar fired several blind shots towards the nearest new arrival. The rounds hung suspended completely motionless, only inches from the face of a Farseer. with a wave of her hand the shots fell to the floor, as she stepped forwards to introduce herself. she then went on to introduce a tall slender Autaurch who's had his hand clasped firmly about the shaft of elegant halberd. he had been staring fiercely at the Commissar since the instant his finger moved to the trigger of his bolt pistol. The other five eldar that had materialised in the command center, all warlocks, were stood quite at ease, holding their witch blades, surveying the room. The meeting continued for several hours, the Farseer and Autaurch explaining that they were willing to aid the Imperium in their fight against the Ork's, and giving aid to the tactical preparations made by the Commissar and his astropath's for the assault. The plans were finalised and the farseer and her company withdrew to their ship, leaving the Imperial guard to prepare for the attack. Well, that vague idea turned into a bit of a story accidentally  Do people like the sound of my idea so far? im gonna plan some more of it and ill post it when its sorted if you like the sound of where its going  criticism would be useful. hope you liked it so far.
