I guess that would help to explain their hooded figures and showing some originality than space Skaven, and this picture seems to look rather more interesting and something that could even be the 40K equilivant of Warp Stone, but the first picture just looked like a big " you" to all the Skaven fans (I'd count myself among them, as Skaven is the army I'd probably collected if I played WHFB- I even brought the codex just for the fluff).
As for the Ad Mech, I'm really not sure what the appeal is- sure they get titans, but so does the rest of the Imperium. And if you want cyborgs, there are cyborks or SMs with bionics. I might like them more if they supported the use of AI, thus being true mechanists.

I think its more the fact they would be pretty fun to play, have new weapons, lots of walkers and have very pretty fluff than people wanting a cyborgs IN SPAAAAACE!!!!!! :3
and saying "if you want cyborgs there are cyborcs" is the same as saying "if you want an army of human cyborg technomancers with the statline of a guardsman (ish), with advanced weaponry, a host robots/walkers and that offer something new to the game and also function as a nasty gun line with some good CC bite then go play an army of green skinned close combat monsters who cant shoot to save their lives with basic weapons that are almost primative and who have a 5++ save due to one SC...or go play templars...their kind of the same"

From that list it would have to be mechanicum. Legions of skitari, praetorians and to top it off have a mini-titan (forget the name) as its large kit.
Wouldn't mind exodite eldar either. Having the Avatar style army of bright and wonderful dinosaurs and teradactyls would be pretty great.

Admech with Iron hands allies to thicken out the options.
Genestealer cults should have had a resurgance in Necromunda when it came out, would have been an awesome gang, and fit right into the game style.

Genestealer Cults still existed in the game as an army in the Tyranids Codex when Necromunda came out, lol. Necromunda is old. Came out in like 1995.
Having played Necromunda avidly, I had wanted Stealer Cults for a while, and there were some attempts to introduce them to the setting, but a purestrain Genestealer, under the 2nd Edition rules Necromunda used, would have been hideously overpowered so long as they could avoid being shot to pieces by the absurd guns of veteran gangs. I think I remember having my Autocannon deliver 14 wounds to a single model, lol.

Talking mainly about models, mind is a little patchy as that was a long time ago, but pretty sure we hadn't seen any new Genestealer cult mini's for a couple of years at least before Necromunda came out, and a new gang, would have been a resurgance for them at the time. Considering it would have probably been 96 or 97 before we'd see an add on gang like a Genestealer cult. Hell, could have themed another expansion around them.

I think squats, but only if they are different than just being short guardsmen with bikes.
That's the whole reason I won't vote for Adeptus Mechanicus. Also, you can very easily build a Adeptus Mechanicus-themed army right now. You either use Imperial Guard with converted models, or you use either the Witchhunters or Daemonhunters codex, with all the Inquisitor-themed unit entries becoming AdMech.
So an Inquisitor lord becomes a "Fabricator General", or something like that, with suitably converted retinues.
They don't need special rules, just imagination. Same things with Genestealer Cults for instance. Functionally they are Chaos Cultists of a different flavor. Use the Lost and the Damned list from the Eye of terror codex. Mutants would just be replaced with converted Hybrids.
Beastmen were originally a single squad for Imperial Guard Armies that's it. They are also effectively "Mutants" for a chaos army, along with Minotaurs being "big mutants".
Zoats were a single model type that could be added to Tyranid armies, and didn't really fit.
Hrud could be interesting.

Sure, you can do Ad Mech with Counts As, but its really not the same.
a Arch Mageos is nothing like a Lord Inquisitor in the fluff. With their extensive augmentations they are practically in MC territory for size and strength.

I do so love it when people tell us that we “shouldn’t” have an Ad Mech army. The fact that you can do it ‘Counts As’ is not a real argument against doing an army. I’ve seen ‘Counts As’ Genestealer Cult armies done using Guard and Orks. I’ve seen ‘Counts As’ Hrud done using Eldar. I’ve seen ‘Counts As’ Squads done as Guard. I’ve seen dozens of ‘Counts As’ Lost & The Damned/Traitor Guard armies done as regular Guard or Orks or even Chaos Daemons. ‘Counts As’ can apply to a lot of things, but as a reason to not do something it’s a complete cop out.
Anyway, I voted Ad Mech and Genestealer Cults, the former because they are awesome (so awesome that I built an AdMech army), and the latter because Genestealer Cults have always been something I liked in the fluff (and I had an army of ‘em back in 2nd Ed when they actually had a Codex list).

Just give me a book with all the chaos chapters, and the vanilla codex with all the other chapters not in own codex format, and both books give army wide bonuses that allow you to play a type of chapter.

GW just isn't efficient with their codex releases, although getting better.
GW could release codices much quicker then they do, but I think they spend too much time trying to milk the product they are producing.
Battlefront puts out new lists for free Download every few weeks that are completely legal.
GW needs to encourage the modeling/scratch build aspect of the hobby more, and legal PDFs without official models would do that. People would still buy GW products to make the scratch builds.
An Ad Mech codex would result in the massive sales of IG, Servitors, and Defiler kits like no other as people buy fodder for their scratch builds.

Its entirely possable they are coming up with stuff, but the Administration shuts stuff that doesn't give them direct sales.
It is practically impossable to guage what conversions generate in sales.
