I would say Tau, probably the Farsight Enclaves if I had a deeper choice.

It just kinda makes sense. Not actively trying to start wars, but still be competently strong enough to win them when people attack us. The stuff about the Tau being mind controlled is debatable. I think it to be more like intense propaganda like the Imperial Guard is given, since it's obvious that there is still a lot of dissent in the ranks of the Tau (like the Farsight Enclaves and the supposedly numerous supporters).

And black holes in boxes.

And if you get bored of being a Warrior, you can always get some wings attached to you. Or go ride jetbikes/skyboards.

And if you do get killed, you can usually just respawn back at base later.

The Phoenix Lords kind of do I believe. Their soul lives on in their armour/spirit stones. When they 'die', a new eldar wears the armour/stones, and the phoenix lords consciousness assimilates and overrides them. Normal eldar just get their soul transfered from their spirit stone into the infinity circuit of their craftworld. Or into the world spirit if they're an exodite.

Dark Eldar can be completely regenerated. If even a scrap of their flesh is recovered, they can be brought back to a haemonculus, who tortures victims in front of their sarcophagus, and they absorb the pain and suffering which regens them.

Its mainly jsut to live. And do whatever they want. And gain more power, mainly I guess. They love to inflict pain, and thats in no small part due to the fact that causing pain and suffering is what regenerates them and causes them to stop ageing, and even grow more youthful.

Well the Dark Eldar in questions needs to have an agreement with a Haemonculus to regenerate him if he dies. And he needs his kin to be behind him enough to rely on them recovering what they can of him/her. If the body is too risky to get, and the dead eldar in question is not important enough, then its unlikely any of his comrades will risk their own neck trying to get him.
The contract for regeneration can either be part of the Haemonculus service to the Archon (so includes the Archon himself, and anyone else he deigns to include in that contract), or the Dark Eldar in questions may have to pay some for of price or tribute to the Haemonculus in return for the promis of regeneration. They may also have made a specific pact with the Haemonculus previously.

As long as a scrap of flesh remains, they can be regenerated. Even just a few strands of tissue, sometimes just a few cells. The less that is recovered, the longer the regeneration takes, the more difficult it is, and the more suffering must be exacted upon any victims to aid the eldar's regeneration.

If the eldar has been dead for too long (usually no more than a day) then the process will not work. This threshold can be longer in extreme circumstances, but generally after more than a day the eldar is beyond recovery.

Also, sometimes there is nothing left to collect. The body is destroyed completely. Or there is no way to recover the body.

If this is the case, the Dark Eldar experiences True Death (as they call it) and their soul is claimed by Slaanesh.
