Probably been asked before but.... I have a unit in ruins (Lets say 10 SM with Bolters just for simplicitys sake) I shoot at a unit of orks (20 boyz), also in the same set of ruins. Despite both units being in the ruins fully, every model can draw a clear LOS to each other. If the marines shoot the orks, do they get cover saves? Do the shots from marines less than 2" away confer cover saves? Normally i'd say that cover saves would apply, but if models are so close to each other would this change?

If the ruins have been defined as area terain then both squads would recieve a cover save if they are shooting through more than 2" of the terain. It depends what has been agreed upon between the players before the game started. If it was not area terrain, then as long as half the unit were visable (not hidden behind anything other than he other men in their squad) you get no cover save.

This comes up about once a week.
Just like Gorechild said, if the ruins are area terrain (as in, they have a base) and the troops shooting are between two elements of the terrain, and you can measure at least 2" from the troops to the edge of the terrain, the unit you're shooting at gets a cover save.
I can't remember the exact page this is on, but it's described in the rules for taking cover saves in the rulebook.

If you are both within the same area terrain piece, then it doesnt matter if you are within 2" of the terrain edge or not as the *target* unit is in area terrain.

If the (non-vehicle, non-MC) target is standing in area terrain then they are in cover. The firing through more or less than 2" or area terrain thing is for when the shooter is in terrain shooting out at a target that isn't.

Nosferatu strikes again.  Apparently my reading comprehension isn't what it should be this morning.
Somehow read that as one unit being in area terrain and the other being outside of it.
It brings up a great mental image, similar to Leslie Nielson's shootouts in Police Squad. Anyone who's seen the series knows what I mean.
