The best list is the one that suits your style of play and you have played hundreds of times, so you understand its strengths and weaknesses. Asking for a solid 1k list with Eldar won't achieve what you've asked for - there are simply too many blends that are competitive and considered "the best". In my years of playing Eldar, i've noticed(besides building at least a decent core force) its the player and their knowledge of the army that make it, very little to do with how popular/competitive the build actually is. If it works for you, it simply does just that.

Well, there is no one best list.
Mix and match the following choices:
Farseer (RoWarding, one power)
5 Fire Dragons with WS with TL-Cannon
10 DA + Exarch + Dual-Cat + Bladestorm + WS with TL-EML or BL
10 Storm Guardians + 2 Flamers + Warlock + Destructor + WS with TL-EML or BL
Fire Prism
1-3 War Walker with dual Scatter Laser
Falcon with EML or BL with 5 DA riding inside
Now, post a list and ask for feedback.

Morachi is right you need to be experienced with your list to do well, you could have a list that is only current meta game and still lose to someone with a list that has just about zero meta game because they know what thier doing with thier list because they have played with it for years while you just made your army this morning and havent play tested at all. You would win if you knew how to play the list. so make something that has a lot of current meta game and then play with it a lot and you will do fine.

I'd agree and say this is doubly true for any Eldar army. As each unit is designed for a specific task, you need extensive practice to learn how to use them in concert with one another. T3 means your entire army is pretty much cannon fodder if you deploy them unwisely.

I agree with the previous replies completely. There is not best list for any army. It all depends on your experience with certain units.
For example, I rarely take fire dragons because I am terrible at using them and prefer other units. Then again, you can always practice using the units which you are less adept at using, in practice games to get to know them better. That's what I'm doing with my fire dragons and its working pretty well

Well, I'd consider a mech list:
Doomseer - 80
5 Fire Dragons - 80
Serpent w/ stones, shuricannon - 110
5 Fire Dragons - 80
Serpent w/ stones, shuricannon - 110
10 Dire Avengers w/ bladestorm - 120
Serpent w/ stones, scatterlaser - 125
10 Dire Avengers - 120
Serpent w/ stones, scatterlaser - 125
Total: 950 pts
This gives you 50 pts to play with: runes, bladestorm, ...

two FD squads at 1k is probably more than enough. I would drop one squad and take 2 fire prisms. Use the last 10 pts to upgrade the scatters to EMLs to help compensate for the loss of AT.

One thing (honourable mention) is replacing the one DA squad with a 10 SG with DestructorLock squad. Fewer points, on average the same dakka.
