Agreed, Plascannon seems to be the best choice when it comes to Exterminatus devastator options. I'm liking Tactical with Melta/Bolter with kraken rounds. I have also used Storm Bolter/Plasmagun which worked pretty well.

For tac, I usually use meltagun + storm bolter + serrated blade.
People knock the serrated knife, but it's actually in exterminatus where the difference is most easily noticable.

I run the same except I swap the melta for a plasma gun. It is just as effective clearing out hoards when charged, and much more effective against ranged units.

Mostly the serrated knife I use to finish off enemies who were hurt by the meltagun, so I can conserve ammo unless there's just too many enemies.

Big up the meltagun love, it's awesome. I run a tac marine with storm bolter and improved charge meltagun, storm bolter for most things (especially taking down nobs, quick) and then the melta gun for massed hordes / shield carrying b*stards that always seem to ruin my day. I'm quite often the last man standing while running that build. The storm bolter's still pretty accurate at range too, as long as you just single shot

It's not a bad perk in normal Multi, but as you and the others have pointed out, it shines in Exterm. I use to run it for a while, then said screw it, switched over to assault with TH/Killing Blow and DFA. after I got the hang of it, I was walking away with 100+kills easily, sometimes more, sometimes less, but never under a KTD Ratio of under 40-60 to 1. even in later on waves I find myself plowing through waves of orks, two hit wondering Nobs and Scar Boyz, and taking three hits to down a Hard Boy(if attacking them with their shield up). I find the DFA an awesome way to bail out team mates, when a Dev or Tac gets swarmed, i'll jump in and knock the Orcs about, buying them some time to full back, and if need be go up and come back down again.
I've had mixed luck with the Power Sword and Swordsmen Zeal Perk, I can stay alive as long as their are bodies to hit, but the moment I run out of stuff to kill or I get hit with Rockets the tables turn drastically.
as for Devs, I've seen one with Ammo Stores and HB Coolant used to great effect before. The Las Cannon I have only seen once, but it's so hampered at short range, anyone know how many Orks it can go through?
Another Tactical Perk that I found worked wonders was Favored of the Armory, taking four Frags can really clear out a thick section of fighting or just put the hurting on the mob. this, and it allows you to be less picky in when you use your grenades.

So uh, CSM are kinda silly in exterminatus.
Emptying a whole bolter clip with kraken rounds into them and not having their shield pop is cool and all...
Alternatively emptying a whole stalker clip into their head's, and their shields not dropping.
Meh.

I use Lascannon on the last stage of Exterminatus. On Habitat I use a spot on the 1st and 2nd floor building rightside of the spawn. It's great, avoided by most mobs and gives you a great vintage point to shoot pretty much anywhere. You just need to be careful as mobs WILL spawn behind you and attack you. You will also need to jump down to recover ammo which can be dangerous but ammo stores will greatly help with that (especially with the lascannon). I used it to great success even on the Escape map, the bridge is a great opportunity for insane multi kills
I don't think there's any limit of how many orcs a lasbeam goes through, I just wish there was a smaller zoom option, it's greatly diminished when firing unscoped (and I do that ALOT) but I guess it's the drawback to it's incredible stopping power.
Daedalus, as a dedicated devastator I can say that tactical CSM are pretty pointless to fire at. They don't do that much damage unless they get to big numbers (and by then you should have the other hazards cleared and the entire squad takes them down).
They're always a secondary target to me (unless someone else is engaging them), the havocs and their damn plasma are way more dangerous. It takes me about 4 headshots to kill one tactical, while havocs take 3 shots, sometimes 2 if they ate a few shots from your squadmates.
Haven't used plascannon yet, I have a general dislike for it, so I cannot say how effective that would be on armour, but I CAN say that the HB is definitely the lesser weapon to have. If you do take it, ammo stores and expertise are the bomb imo, you'll never stand in the same spot long enough for overheating to be a problem and you will be able to go around without fearing going out of ammo for a while, grabbing ammo boxes once the area clears.

Use plasma or melta weapons to wear down their armor. Plascan does an excellent job, which is why our dev usually uses it (and it's usually me) when we play.

I use a tactical marine with a bolter rifle and its perks, an assault with chainsword and zeal, and impenetrable. My heavy weapons are heavy bolter and lascannon, heavy bolter with ammunition reserves and lascannon with armor defense. I focus more on finesse with my tactical, placing my shots exactly where they're needed rather than spamming bullets. My assault, i use speed as my greatest advantage, hitting many enemies within a few seconds, then quickly either jetpack away to hammer them again or to reach another enemy. Lascannon is the weapon I reserve for the green ones that are big and juicy. Heavy bolter is the last option I would choose, when I think my team can really use the extra firepower.
For me, its not about how much you kill, but how much you can contribute to the team. Watching their backs and keeping them alive long enough, holding off that mob that is about to rush one of your teammates and overwhelm him. A team that contributes and and has the skill to do so already has a high survivability rate, everything else is just how far that luck and skill goes.
