Because "reskinning the weapons and adding in some different effects" is not all that's needed to be done.
The Flamer has no equivalent within Space Marine, currently. The closest is the Meltagun--but it's nowhere near a good match.
The Thunder Hammer and Powerfist, whilst working the same also would allow your Assault Marine to permanently have his sidearm drawn and firing--unlike the Thunder Hammer. So there's animation and balance issues, potentially, going on.
The Plasma Cannon's splash damage attack is not the same as a missile launcher's attack. The effect is similar(i.e. a big boom), but they are not the same thing.

Because "reskinning the weapons and adding in some different effects" is not all that's needed to be done.

Meh, all I'm saying is they don't seem to be adding much to the game. A single reskinned weapon would have made things enjoyable for me. Instead of killing orks (and chaos?) by myself like I did in the campaign, I'm now doing it with some other guys. That's about the extent of what I'm getting now. I'll reserve my final opinion of it until I play it, but so far I'm not looking forward to it.

Did you really expect them to be adding brand new weapons to the game every time a DLC comes out?
So far, we've got this DLC. Everything else from what I've heard/been told is purely cosmetic stuff.
Why? Because of game balance and programming necessity. Adding new guns takes more resources than creating new skins. New guns require new animations, new models, new everything.
New skins just require new skins.

Seriously though I paid 40 frikkin quid for a game on release day that wasnt finished, but I was cool with that, co-op was coming and for free no less. How come everyone has it but 360? because if this is something to do with the XBL's apparent policy of charging for any and all DLC they are going to pay... DEARLY

No, it is not ON the Xbox yet.
Why we do not know. Most likely, it's because THQ is arranging a relationship with Sony.
With Steam being a factor now, it's worth noting that the PS3 has the Blood Ravens skin which was the Steam preorder bonus available to purchase.
So pretty much, it's most likely THQ playing favorites and trying to wean themselves some favor.

Well, my Steam is now downloading some kind of update for Space Marine as we speak. And jesus, calm down. Just because it's not instantly available on 360 doesn't mean they've intentionally snubbed you. Hell, now you know how PC feels most of the time. For example, Arkham City. It's out on consoles now. Go look up the PC release date. Consoles get the long end of the stick 99% of the time.

Actually, it does. The original statement was that the content would be launching simultaneously on all platforms. That does not mean "it launches at 1:35PM for PS3 and Steam and then 4:45PM for 360" customers.
Hell, now you know how PC feels most of the time.
