Tau fans who claim the Tau can conquer the galaxy obviously. Firstly, they can't progress much further into Imperial space without getting overstretched, since their warp technology is very limited, and it's approaching that limit very closely as it is. And they can't use Imperial or other races' warp technology since the Ethereals forbade further warp research since the Fall of Medusa. The Imperium doesn't spare them the effort because we have more important enemies to fight, but if they catch the High Lords' attention, a full size Crusade will be marching into Ultima Segmentum shortly. And if they colonize Eldar maiden worlds, Biel-Tan will probably deploy the Swordwind (I'll admit it...I love the Biel-Tan). And it's only a matter of time before Chaos turns it's attention to them.

Necrons maybe have tech, but lack numbers and fast FTL. And above all else: they lack unity, if rival Tomb World is under attack it is great chance that they will not receive any help from the nearest dynasty.
Large enough Imperial force can defeat them, as we have seen in the new fluff.

They lack unity, but even one necron lord could lay the smack down on the IoM. There is the one with the galactic pruning machine that could nova terra. Then there is the one with time travel. They could easily topple the IoM. They just don't want to.
The Necrons cannot wipe out the Tau or Necrons or Hrud or any other Xenos out there. If they could, they would have done so, as they IoM are clearly not the kind of civilization with any sort of humanitarian impulses that keeps funny-looking Xenos-competition around for the joy of it.
If the IoM has not crushed these Xenos so far, it means that it can't. Which in turn means that superiour numbers, soldiers and guns (likely the biggest asset of the IoM) is not the relevant bottleneck people should worry about.
The Tau might be able to conquer the Imperium over the course of thousands of years. It's like fractals, or whatever. The arrangement of flaws present in one sector of the Imperium is probably present in others. At least, that's what the Tau assume. They also assume that they can subvert those weak points over and over endlessly.
I guess the idea is to only engage the enemy once the chances of success are 100%, which seems to be Tau doctrine. So if they ever mounted a major offensive on Imperium space it would only be after like 80% of the surrounding lords and such had sworn allegiance to the Tau or dissented into their own micro empires, which the Tau could sweep up.
Either way it seems worth mentioning that the Tau naivety is what makes them so dastardly. They're literally too shortsighted to understand the Ethereals. It's like having a race that can't lie, and then one section of it evolves that ability.
I honestly wouldn't be surprised if eventually it comes out that the Ethereals are infested with some kind of biological parasite that infiltrates intelligent societies and manipulates their social structure to the benefit of its host. It seems to be hinted at that different methods of control are held over different species.
Even things like forcibly placating overly violent commanders is only done in order to keep the rest of the herd in line. It's like having a wolf in sheep's clothing take down another wolf so that it doesn't reveal itself. Can't go showing yourself to be a barbaric horde when you're supposed to be bringing enlightenment.
The Tau Etherials are real mystery to all.
Just pooping out in a middle of the great civil war, making peace and taking the lead?
Something is fishy about them...

It seems according to a GW book about Xeno that the Eldar created the Ethereals by taking the diamond shaped ridge from a caste ruled insect race. That also explains the shiny lights over Tau and the warp storms.

The Imperium is rife with flaws, cracks, and dissatisfied citizenry, all just sitting their, vulnerable to the Tau's philosophy. Problem: Slow FTL. If the Tau could reproduce a Gellar field, they could at least enter the warp semi-safely. That being said, they still wouldn't. The Tau favor an approach based on complete assurance that every stage is controlled, and they are not particularly willing to put forth much effort on medium or high risk ventures. This made their early conquests rather easy, but they are at or near the size limit allowed by their spacecraft's speed. They are, to borrow a term from gardening, rootbound. If they want to expand more, they need to A) Accept the risks inherent to warp travel, and try to train Psyker Gue'ves'a to navigate (difficult and risky), or
B) find a new FTL tech, which unlikely considering the similarly warp insesitive necrons never developed one, and they are far more advanced.
When the new Tau Codex comes out, I want to see some Gue'ves'a units. That seems like it would be awesome.
The future of the Tau race is rather bright, as they expand more and more, assimilating all sorts of cultures and technology's from their allied races. They take what the Imperium has forgottened and abandoned and turn it into thriving colonies. Even Eldrad, the most pessimestic Eldar of the most pessimestic race in the entire galaxy, sees great potential in the Tau.
The Imperium is slowly cannibilizing itself with politics, greed, and poverty.
Yes the Imperium can beat the Tau head to head, however, the likely hood of such a thing happening is fantastically low. The likely hood, as you'd put it, 'of a Tau Fire Warrior beating a Space Marine in close combat'.

In 1770 the British Empire could have been considered the worlds greatest power. Either way, the 13 united colonies of the America's broke away, and the United states was born. 300 years later, I think the military situation might look a little different. If the United States wanted to defeat Great Britain in a conflict, I think the odds would have increased slightly over that 300 year span.
Time only stands still in a Empire vs Imperium argument because to push it forward would ruin the Imperium.
Numbers are the Tau's weakness, and that weakness is being addressed daily.
Corruption, decline, military stagnation. All Imperium issues, and none are being addressed.
Given time, and against the worst long term military/political opponents in the setting, the Tau have a rather good shot.
By the way, Strength of numbers (oh if they were all together), the Nid/Orks/Necrons all crush the Imperium/terra into oblivion, so try not to use that argument.

Well said, not to mention that not even one of their instruments wouldn't work in the Warp. Without Navigators they would travel blindly into space.
A) Accept the risks inherent to warp travel, and try to train Psyker Gue'ves'a to navigate (difficult and risky)
Impossible, Tau are not psychic race and their Etherials banned all research containing Warp energies. And I would Love to see Tau researching the Human Psyker and accidentally opening Warp rift to that planet and suffer Daemon invasion.
B) find a new FTL tech, which unlikely considering the similarly warp insesitive necrons never developed one, and they are far more advanced.
There is no "other" FTL tech, and where did you get the idea that Tau have better tech then Necrons?
No other race developed that kind of FTL tech because of the Warp, eventually everything FTL related is halted by Warp.
If the Humans didn't developed psykers and Navigators they would still use their primitive FTL ships. Much like the Tau now.

Yeah, right....... in that case Imperium, Tau and Eldar would all unite to combat them.
