Post who you think is the best basic troop, and please do not include special rule exceptions given by special characters like Dante or Logan as an example. Also I will note an exception in the case of Space Wolves and the fact that Wolf Guard can be added to units to act as the sargeant (and any other similar situation with other codexs will count to), but otherwise avoid upgrade characters like Telion and Loki.
Take into count point cost , effectiveness, and how it performs in the game.

Orks, you can get about 5 Orks for the costs of 2 marines.

IG in second with their evil Veteran squads in Chimeras.

Chaos Space Marines - Mainly because of Plague Marines, but Bezerkers make a mess of a lot of things as well. The basic CSM is fewer points than a normal marine and comes with a boter, bolt pistol and CCW.

A Chaos squad I think pretty much out classes a Vanilla marine Squad pretty decently seeing as its cheaper and better when it comes to close combat, also it can do either 2 small special weps or 1 small special and 1 heavy special weapons.

Fire warriors are -a word thats politically incorrect- bad.

well, its not that they are bad, but its more like they are so mediocre that they become bad compared to other codices troops.

the range and quality of the gun is utterly diminished by BS3. marker lights cost extra to improve this deficiency.

I'd have to say Dark Eldar Warriors.

Wound anything with a toughness on a 4+. Have access to quite potent anti-tank weapons. Can be mounted in a fairly well priced transport with its own anti-tank.

Grey Hunters. Cheaper and/or better than Chaos Space Marines and loyal Space Marines.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

If its the coolerst then GK terminators, terminators as troops is just bad ass.

Best troops have to be maybe chaos marines because they are better than normal marines

I'm going for Chaos Plague Marines.

They're more survivable, can take special weapons in a 5 man squad, and are only a few more points, and you'd have 5-8 in a Rhino anyway, so it would probably balance out.

Grey Hunters or Imperial Guard Veterans get the nod from me. Ork Boyz are also impressive for their relatively low points cost.

It occurs to me, the two best armies in 40k, in the opinion of most people are IG and Space Wolves. The two worst are Tau and Necrons. Imperial Guard and Space Wolves have access to two of the best Troop choices in the game. Tau and Necrons have access to the two worst (Fire Warriors and Necron Warriors). Something tells me that this isn't a coincidence.

I'm definitely voting the Wyches (at first) and Kabalite Warriors (second) from the new Dark Eldar codex. Think about it, you can have a squad of 10 Wyches for less than the cost of 10 Necron warriors, and they are worthy terminator-killers with their 4+ invulnerable save and amazing combat ability! Then the Kabalite Warriors, because of their ranged ability, one squad easily being able to take out a Trygon or the Nightbringer

Space Marine tactical squad. Between their ability to kit out with a variety of weapons choices and their ability to deploy in combat squads, a rhino, a razorback, or a drop pod, I find them to be the winner hands-down. They aren't better at every type of combat than other armies, but they are balanced enough to be able to hold their own against shooty units or close combat units, until the big boys can get around to dealing with the threat. Point for point, I think a generic Space Marine is the best buy in the game. But that's just my opinion.

Lies.

Space Wolves smoke vanilla marines in every category. For 15 points per model, they are definitely a contender for best troop model.

+1

Grey Hunters do everything space marines SHOULD do (which basic tacs do not, no matter what anyone tells you), and Vets and Boyz are cheap troops that are very good at what they do (shooting and CC, respectively).

Honorable mention to Blood Angels assault troops (fast marines with 2a base and usually FNP) and Plague Marines (Toughest troop barring HQ-makes-troops, 2 special weapons).

Necron Warriors.

They cost 18 points a model, and you NEED to take two squads of 10. They ONLY have 24", Rapid Fire weapons at Str 4, AP 5. They BOAST 2 initiative, 1 attack, and 1 wound. Their only upgrade is a Disruption field at (I believe) 3 points a model, and all it does is give the guass effect to melee, which is useless because you WILL DIE if you use them for assault. At least they have We'll Be Back at 4+, which is negated by power weapons, AP 3/AP 2/AP1 weapons, SA, not having another of a like unit in 6" range, Str 8 or higher enemy in assault, or if you are PHASING OUT! As of now, they are most useful hiding in a corner, HOPING to never see enemies.

Yep, best troop choice.

@Falkors, while I appreciate the sever sarcasm don't confuse poor non necrons about the WBB rules. AP has no effect on WBB.

As to the original post, Plaguebearers are pretty darn good for what they do, which is sit on an objective and gtg and get a 3+ cover save, 4+FNP save and are t5. Not bad for 15 points.

Grey Knight Strike Squad. Storm bolters, nuff said. But I can go on to say Force weapons, deep strike, cancel out deep strike aura psychic power, 3 types of grenades, S7 Assault Cannons for heavy weapon options, 20pts for S5 basic weapons, and able to equip CC weapons suitable for any situation imaginable. Unequaled point for point, bro.

On moon miranda.

Space Wolves, Grey Hunters, no contest.

There's little that can compete with Grey Hunters in terms of capability as Troops. Chaos Space Marines with Counterattack, Acute Senses, and ATSKNF...with cheaper weapon/upgrade/squad options and 30-40% discounted sergeants (after kit)? Really? All the advantages of Tac Squads (save for combat squads/tactics, which aren't really that useful given the way GH's are equipped), the Wargear of CSM's, none of the downsides, and at a hefty price discount. Not a huge wonder as to why so many SW armies appeared out of nowhere after being relatively obscure for a decade (also...Long Fangs, but they aren't Troops).

Vets are good, but only with two weapons loadouts (triple plas or triple metla) and mounted in a transport. There's a reason you never see them (at least in any competitive sense) with grenade launchers, sniper rifles or flamers (well, rarely flamers, but only in valks), and certainly never footslogging.

GKSS's are very good, but tend to be either overkill or overspecialized. You don't need a squad full of force weapons and stormbolters to kill guardsmen, and they don't have enough attacks to successfully engage ork hordes, but work great at destroying MEQ's.
