So, I just took a few unused arms of an old dreadnought and converted them to psyrifles for my GK dread. Here's my dilemma:
I have no idea if priming over this is a good idea or not. Worse comes to worst, I can just use masking tape for the blue parts, but I'd have to go out and buy some which is why I'm asking you guys first.
What do you do?

Make sure the part is clean and dry and prime it.

Honestly you can do it but the details will be gone. The skull and other mechanical bits will be covered as can part of the hatch by the skull.
I would strip it all off. It may take more time but ensuring that all parts have equal amounts of paint will make it look better.

I can't see any problems spraying over it. I would say to try and concentrate your spraying to the gun bits; try not to do a heavy coat on the blue.

I didn't even know stripping was possible for most of my life.
Depending on how thick you painted it, it's going to look from perfectly alright to just as bad as before.
I wonder if you can strip past the second primer layer though? anyone?

You should be able to strip it down to the plastic, the more coats, the longer it can take is all.
The thicker the paint, the less detail you get, its just sloppy quick work to prime over paint that is already there.

simple green works pretty well for stripping to
if you are in a hurry fast orange and a hard bristle toothbrush works

Well, as previously stated, you can prime over paint, and it won't hurt anything (except your detail).
If detail isn't a big deal, go ahead and prime it as is. If you are concerned with detail, use that tutorial that's been posted (twice lol), get most (or all) the old paint and primer off, prime it up, paint it up, and enjoy.

everyone ahs already said it, but I'll agree with them, play it safe and strip the paint.
I use simple green to strip the pain off my models. you can find it at home depot

Not necessary, but better.
The more layers of paint you have on there, the more likely you are to have the end result be rougher and less detailed. In the case of second hand minis, you also generally have no way of knowing what sort of paint was used, whcih can affect the paint you try to put over the top.
Stripping the old paint off is always going to be the safer option.
