They've always been Tomb Kings in Space, now they're Tomb Kings in Space +1 and with more motivation. The game already has Chaos and Tyranids as the lurking, menacing, kill-everything forces of evil, and I like that Necrons were given some differentiation from that. They're a bit more of grumpy old men who got woken up than they already were before as well.

I like a mix of both. I think the new background has added more depth and character to them. I think they've lost some of that grim, death look to them.
This is much more intimidating than the new stuff.

I've never been a huge fan of the Necron fluff period, but the angry, mysterious, life hating dickholes fluff was better than Tomb Kings innnnnn Spaaaaaaace.
I thought GW had been trying to get away from the game's roots as a futuristic translation of Fantasy Battles.

I miss the old, 'Eldritch horrors from beyond the stars', and am less than impressed with them essentially becoming the background to the Dune series.
(however, the fluff bit from the Codex on Trazyn's character page is the best writing I've ever seen come out of GW.)

I like the new stuff better. I prefer it to our old fluff which was "C'tan Did it!"
Trazyn is just pure awesome, when it comes to fluff. I also really enjoyed the stories about how the Ghost Arks used to gather up their own people for the Bio-transference.
Imotekh is great too.
Overall, I feel like the entire Army has a lot more personality going for it, and really enjoyed it. There are are a few bits that I don't like (The Inertia-less drives are gone? Really? they conquered the ENTIRE galaxy on Stasis ships?? don't think so...)but overall I feel it is a huge improvement.

I can't really say I like the new fluff. The old stuff wasn't great, mind you, but I really feel like Necrons really lost thier bite. Yeah, people say they gain personality, but I never considering that a good thing. You know what else had more personality? Other M.

I prefer the old...not like Tomb Kings in Space (thanks a lot Matt Ward)...it had the modernized, Lovercaftian feel I've associated with 40k, with Chaos and malign intelligences in the stars and all...not to mention the old 'crons had a much stronger grimdark feel... Let just forget that ever happened shall we.
And as far as necron fluff, I kinda like the old stuff better. I just envision them as cold-hearted killers, with no remorse for their actions or life. Giving them personalities destroys that feeling.

Personally? While *most* of the new fluff isn't bad or unfitting, it's just makes the Necrons too much like other factions/universes/etc. They're feuding human nobles in robot bodies with meaningless unnumbered minions. They lost the feeling of the unified rising horde of the dark ancient past serving hungering unfathomable gods and basically just became Tomb Kings in Space. While Tomb Kings in space isn't necessarily terrible, it basically amounts to more copy-paste from Fantasy and is just kind of a lazy way to have gone about doing them, and has been done before.
As others have said, they just aren't as intimidating.

Generally speaking I prefer the new fluff, but my biggest gripe is the seemingly pointless removal of ther FTL ships.
It made them different and awesome, now they're just hacking into the webway. Why get rid of something different and interesting just so you have to cram them into other existing fluff to fill the hole you made?
As much as I like to joke that Ward simply re-wrote their entire races background to cover his monumental screw-up with the Blood Angel/Tyrannid thing, It's largely an improvement in my eyes.

I miss some of the feel of the older fluff, but overall prefer the new. The C'tan, which just seemed like mustache twirlering star vampires before, actually have gotten more of an eldrich feel for me.
I like the whole theme of their race now, damned masters of space and time descending into madness. I find the duality of their situation quite compelling, they are at once sympathetic and tragic figures while also being monsters of the highest caliber, both the galaxy at large and their own people.
Duality is a huge theme of theirs, and I love it. They are insane but logical, emotional and emotionless, masters of the physical world/paupers of the mystical, tragic victims/the greatest villians of their own race, physically immortal/mentally doomed.
Just love it.
I'll be the first to admit the oldcrons had a nice vibe to them, a creeping doom, the promise of destruction, but they were a bit of a one trick pony that way. It's sad to lose, but overall I think it is an improvement.
