I don't think they themselves can arrest people in other countries, but they can certainly alert the Police forces of those countries, and request that they be arrested and held for crimes committed in the USA, as well as any committed in the country they are in.
So no, you cannot come and live in my cellar, you'll just have to wipe all the illegally downloaded porn films off your computer and then burn it.

I'm not familiar with it, but given the type of organisation they are it is pretty likely they can.
Overseas though they wouldn't, if they ever did they'd co-operate with people capable of. Otherwise they'd just pretty much be fancy security guards.

The CIA is officially non-military, but also doesn't count as law enforcement either. They are not sworn LEO, so unless there is some special circumstance, they won't be able to.

Just like you and I, they can do anything they want as long as the other person doesn't know any different. But from a legal point of view, they do not have arresting powers anywhere in the world.

As individual people, yes, but not as "the CIA". If the agency ordered employees to make citizen's arrests, that would be a blatant violation of their legal prohibition of law enforcement activity. If it just happened by chance and not as part of a mission, that would probably be fine.

Any citizen may affect a citizen's arrest but you should be aware that this is a very limited power in most countries. If you try to detain another member of the public for a percieved crime you may leave yourself open to prosecution.
The fact that they are an agent of the CIA would make no difference as they are effectively pen pushers for the most part.
It would be like a traffic warden or a lollipop lady trying to arrest you.
The CIA has no power to arrest so in this matter they are private citizens when in the U.S. and foreign citizens when outside it.

I wasn't going to believe you but then you used a larger type than usual which gave the statement credibility and loudness.
Can they not affect a citizen's arrest?

The CIA is not allowed to operate on american soil. They are not allowed to enforce anything, they can not run operations in country. The FBI was set up to be a federal law enforcement agency, they also got counter-terrorism rolled into there line of work also.
Does the CIA break the rules, of course they do they are just good at covering their tracks.

DHS just merged all the agencies, numbering in the hundreds I believe, that were ALREADY working on US soil. None of them were CIA, the CIA requires the help of home agencies to pursue intelligence on US Citizens both home and abroad. The backdoor they normally take is the NSA.

Citizen's arrests are reckless. You have no radio, no backup on the way, no way to know if they've got a buddy with a gun around the corner.
I've talked to cops about it and they won't even act if they're out of uniform or out of town. They all just comply and become the best, most calm witness ever unless someone is in active danger right there.

Citizen's arrests also, as noted, lead to great chances of liability as you're effectively committing a crime of unlawful detention up to kidnapping. In Texas that means I can and will blow your ass to hell. just saying. EDIT: I should note, I had this attempted on me in California once. It did not go well for them.

Yeah, you have NO release from liability. A cop can act in good faith and be ok when they're wrong. A citizen has GOT to be right when they do stuff like that. States with strong self-defense statutes make it dangerous to act like a cop without being one.
