Once saw a Store Assistant in my local GW playing some guy.
The SA was actually from another store, and was off-duty.
Anyway, the two were playing when it got a bit heated during, what I think was, an assault phase.
Basically, it was something to do with distance or LoS or something.
In any case, after the two went back and to for a bit, the off-duty SA decided to put his foot down, placing both palms flat on the game-board, staring right at the other guy and said:
"You should remember who you're talking to, and where you are".
At which point the fellow conceded, obviously.
At the end of the game, both did the usual "yeah good game" and whatever, but the guy who had played the SA added:
"Yeah, was a good game but that still wasn't right, what you did".
To which the SA laughed, pretending he didn't know what was going on saying "Pft, haha. What do you mean?"
The guy just solemnly replied "You know what I mean".
And that was that.
It's something that'll always stick with me, as the SA couldn't of been much older than I, and I'm 21.
For a 21 year old, working as an SA in GW to think he has weight to throw around in a store he doesn't even work at just makes me cringe.
I mean, what a total douche.

was having a game with a nid player a few weeks ago, in one game he tried to convince me that:
a) the explosion from my deff dread blowing up has such a low chance of hurting the swarmlord that just destroyed it, I shouldn't bother rolling (ended up rolling a 6, then he failed the armor save)
b) When genestealers rally they get to move their full 6" in the movement phase along with the 3" from rallying. He continued insisting until finally found the rule in the book.
c) Deff Rollas only affect infantry and not monstrous creatures
d) Walkers, like terminators, can't overrun after winning a combat.
He seemed like a nice enough guy though...so some of those may have been simple errors, but he was very insistent that he was right which made me think he was trying to pull a fast one, or four

I am guilty of swiping a dice or two without my opponent looking, but when I catch him (Unless it is a lot of dice) I let it fly, I mean, who does it hurt?
Another thing was my opponent tried to convince me that if I killed the Tech marine guy behind his turret space marine cannon( The name evades me, thundershot?) he could still fire it.

someone tried telling me that i need a 6 to hit a pod in CC the turn it comes in, because of cruising speed, as i told him he couldnt fire the SB, because of cruising speed, he just didnt seem to get it

I once did a 1v1v1v1 battle of four people. It was 500 points each and was designed to teach us the 40k game.
The players are as follows:
Player A - Space Marines
Player B - Space Marines
Player C - Orks
Myself - Imperial Guard.
We set up in our four respective corners of the board and deployed. At this point I was unaware of the points values of space marine units.
Player A had 505 points, but he said so before hand and let us know. He only had a small army and he would have either been 490 something under instead. He had 2 tactical squads, a commander, devastators and a Rhino, I think.
Player C had 500 points of orks, he went for a shoota boyz force with three killa kans to support them.
I had 500 points exactly, I opted for a couple of veteran squads, a chimera and a bane wolf, as well as a company command squad. I intended to play defensively.
Player B's army was fishy though. I never realised it until after the game. But I took down a list of the units he was using nonetheless.
-Maraneas Calgar
-Sniper scouts, (One had a blast template thing?)
-Two 10 man tactical squads
-10 Jetpack marines
-Drop pod with a large blast template.
-A team of two lascannons.
Player A played a defensive game, holding his corner.
Player B went on an all out rampage, smashing the ork killakans and breaking my first line of defence by dropping Calgar with a 10 man tactical squad in front of my units.
Player C looked at me on turn 3 and we both agreed to ignore Player A and focus our firepower on Player B because he was winning.
In the end I killed the drop pod's 10 man team and took a couple of wounds off Calgar, but nothing I could do would kill him.
I think Player B was actually using around 750 points...
He was around 15 years old, greasy hair, rather unpleasant, swore a lot etc. Not a nice chap.

Another Richard move was we were playing a 2v2 and I brought eldrad and wraith guard. Everybody deployed, got my multiple unit move. Moved wraithguard near some termies, ripped them a new one. Only Richardy because he had no idea I could move the units with that.

Oh yeah, I just remembered one of the first games I ever played of 40k, way back at the beginning of 3rd edition. It was a 1000 pt game, I think....of my Ultramarines vs another guy's Ultramarines. I was a little suspicious when he had nearly twice as many models as myself on the board, including like 3 predators and a land raider (the old, goofy-looking model) where I had little more than a few tactical squads and some dreadnoughts. Naturally, I lost badly, but at the time I just attributed it to the fact I was a brand new player and my grasp of army selection was pretty poor, so I couldn't really call him on anything. I later learned from some of the other guys who frequented the store that the guy was notorious for cheating and bringing way more points than were allowed for a given game.
I lost a lot of faith in humanity that day...

I was getting in a pickup game at a game store. One guy said yes, and asked to see my army list. He then walked off, wrote an army list specifically to tailor mine, and proceeded to beat my army into the ground. I didn't say anything because I was new to the store and didn't want to get outed on the first game, but I haven't gone there in about three and a half years anyway since the community was so horrible.

Way back in my first days of gaming, i was playing a chaos player who had a berzerker army. But all the squads were modeled with half the guys with double pistols, and the other half with 2 ccw, rather then the usual one of each. Whenever i killed a zerker, he removed a double ccw guy, and said he could still fire 10 shots, becuase that guy didn't have any pistols, and so he didn't loose any shots. I was new to the game, so i went with it, and lost rather badly. Then looked it up on YMDC, and was immediatly informed of foul play. Haven't seen the guy in the store sence, good ridance. Dickery at its finest right there.

I had a guy about a year younger than me try to convince me that my medusa couldn't get 2d6 to pen his storm raven because it ignored melta. I informed him of the difference, and he lambasted me with accusations of cheating and how the Guard were so OP. As it turned out, he had put almost all of his army inside it (Illegally) and that his plan was to rush it in to gain the cover save, then dump everything on-top of my gunline. He lied to the manager about something I did, and I was about to be booted from the store when my friend intervened. Nothing bad happened to him, but barely anyone plays him anymore.

Swiping as in stealing the actual dice ? or "yeah i rolled four 5s" when you really rolled four 1's.
I had the same debate with some player tonight about the Thunderfire cannon. I asked "If I kill your Techmarine, who fires the cannon hes been shooting? Or do you want me to just target the cannon?" I knew you couldnt target it, but it ended the debate.

Ummm...
Massive Kill Teams game. Another DA player telling the Tyranid player who was directly behind the door I was just about to rush with my Ravenwing, to "Shoot the Bikers, then his Terminators will scatter!"
Same player telling me that his regular Libby can use Mind Worm.
Same player again calling me a crazy bastard because I refused to use Sammael his way.
Same player also saying that he could give EVERY VETERAN A JUMP PACK FOR FREE BECAUSE OF AN FAQ.
Same player also allocating all his wounds on various models, even in a non-diversified squad.

I have to say that I've never came across anything that I'd class as "dickery". Many people around here are either gaming vets or quite new to the game and as always, mistakes will be made. I just don't see the point in cheating in order to win a game of toy soldiers.

The only thing I really saw was once when my Blood Angels opponent got rushed by my Nobz, took a buttload of wounds from power and non-power attacks (all at the same initiative, since I didn't think to give the Nobz stikkbombs for 10 points  ) and it turned out there were exactly enough power wounds to kill off the rest of his identical Death Company. He argued that since they all went at the same time, he could allocate them around, so that all the power wounds only killed 3 guys. I let the matter slide, and the game wound up being a draw after the rest of the unit jumped away and crushed my remaining Boyz squad. Admittedly though, he came in the very next week and told me he got the rule wrong, then gave me a few drink tokens ($2 tokens used at my FLGS for drinks and snacks, since they don't allow outside food) as an apology. Other than that, not a whole lot goes on in my FLGS. We're all pretty good players. The only dickery that goes on is when the dice seem to cheat.

special rule regroups do they get to immediately move

I thought that was legit as of 5th ed, say your nobz made 5 power weapon and 10 non-power weapon attacks onto 5 men meq; and that you nobz are all same initative; the meq player should be allowed to allocate the wounds; say in our example total 15 wounds are scored, the meq player have to allocated 3 wounds each, the nature of the wound will not matter as of 5th ed (i.e. mix of power-non-power weapons or just power weapon wounds) the five worse wound can go to 2 guys and the rest can go onto the rest of the guys (i.e. meq squad member A get 3 power weapon wounds (dead), member B get 2 power weapon and 1 non power weapon wounds (dead) and the rest of the 9 non-power weapon wounds go onto the other 3 guys (3 armour save + FNP each) ).
as of current rule the only way to get around this is either to equip all nobz with the same gear, or have power weapon (FIST) initiative different from the rest of the group.
I ran into the same problem once in FLGS I was running blood angels 2 assult squad, seg with power weapons charge into dark angel termis, since all weapon go at the same time, and the non power weapon to power weapon wound ratio was very big, the power weapon wounds can be allocate onto just one guy...
I hope 6th will fix this.
edit: this also assume the MEQ squad members are identical.
