I have a codex that is literally falling apart and I am in the process of taping pages back into the book when I got an idea, I am thinking about taking all the pages out and punching holes in it and placing it in a three ring binder, and my question is, is something like this legal in a tournament setting? Will they let me use the codex in this shape?

Totally illegal. GW installs tracking chips and transmitters in the spine of the book, along with its,copyright data. Removing the pages from the spine of the book damages or kills those devices, and thus violates copyrIght. Plus I think it sends a destruct signal to the GW orbital satellite, where they can track the serial number and location of the book and its owner, and prevent them from ever purchasing or using or even mentioning GW ever again. My friend. Accidentally did that once.... Had a team of GW lawyers in full tactical gear hopping around him like jackrabbits in about 4 minutes. Not good.

if you're going to puncture holes straight onto the loose pages then remember to give all the pages an edge of sticky tape to punch holes into so you don't tear the sheets from the fragile paper holes when handling it.
though I guess getting some plastic slips would be easier...

Take it to officemax, kinkos, ect and have them cut the binding off, then just use page protectors and a 3 ring binder. i did that with the WD sisters, and hard laminated the sister pages. cost 19$ and looks/feels great

GW also sells "fineholes" they are used with finebinders to reinforce codex pages, and come complete with 35 skulls and an imperial eagle or chaos star emblazened on them. oh they are also only 35$ for 3. a perfect way to transport and protect your codex pages in a style befitting a "true citizen of the empire"

Up until chaos, i would just head to Staples or Office Depot and have them spiral bind the codex. After my first Tau codex fell apart in less than three months, I'm happy with it. Though now with hardcovers...we'll have to see if the trend will continue.
I wonder if they will do it in barbed wire for extra blood for the blood god...

Spiral bound is pretty classic; inexpensive and lets it lie flat. Just take it to FedEx/Kinko's, Staples, or the like. Cutting it yourself, then using a three-hole punch and a binder is even cheaper.
Yes, you're perfectly allowed to do this, and to make copies of pages for that matter, for your personal use.
