Most buffs?

There are many different ways armies get "buffs". From taking certain HQs to unlock various elites as troops, to psykers, etc. I'm not sure there is an army that doesn't have several different ways to modify things from going first and reserve rolls to impacting close by units.

I dont know who has the most but the orders that IG commanders can issue have a lot of flexibility. They also have the advisors and commissars to help them.

Daemons now have some pretty awesome options in Loci, though arguably some of these are bonuses that were part of a unit before and are pretty much auto-picks anyway (FNP for Plaguebearers, I'm looking at you).

I'll be surprised if the new Eldar psychic powers aren't powerful and don't work in similar ways... we just likely won't get to choose them this time round.

Yeah, with all the Loci and banners Daemons will be up there. Eldar have some but it only comes from your maximum of 2 Farseers.

Well, most armies have some buffs or another, psykers provide the more traditional tabletop RPG type of active skill buffs, they have to test to activate them, spend mana(warp charge), etc. As well as many special units or HQs having various buffs on the army/units, for example, Nemesor of necrons can debuff an enemy unit by removing 1 of its special rules(from a list) for an entire turn, and simultaneously buffing a friendly unit by giving it 1 special rule from its list. Baron of DE can give an army-wide buff that adds 1 to your deployment roll, gives stealth to the unit he's with, along with other special rules that he has. 1 of DA's land speeder thing can grant stealth to friendlies within 6". Some BA's banner thing gives FNP to friendlies within 6". And so on and so forth.

Ask your brother to ask a more precise question. Does he want a shooty army? Assaulty? Mixed? Durable? Fragile but compensated in other fields(ie DE = glass cannon)? What kinda buff does he want? Some guy to stand in the back and make units within a range better? Some guy who goes along with another unit to make it better? Some guy who just gives an universal army-wide buff like Baron above?

Had to look out of curiousity and 47 threads all based around figuring out an army. I cannot agree with Griddlelol anymore.

Tyranids have a lot.

Venomthropes adding cover saves, Hive Tyrants adding Preferred Enemy, Swarmlord adding Preferred Enemy and Furious Charge, both adding bonuses to Reserves, Tervigons adding (if they take them) poison and furious charge to Termagants, massive amounts of psykers that can take Biomancy for Endurance, Warp Speed and Iron Arm, not to mention every single Synapse creature giving all nearby units Fearless.

After a certain point it changes from help to almost abuse of the community in the form of spam. The poster has received tons of help and suggestions and still keeps asking for more help on the SAME QUESTION. If it was various points about the game that'd be fine, but it's completely all "Uh I don't know what army to pick"

No one noticed because you ask your questions exactly the same way. They're clearly not giving you any answers if it requires 40+ threads to find out.

Relying on being spoon fed information is a terrible habit to have. Doing your own research is the best way to find information. It also doesn't require a new thread to be posted every hour or so clogging up the forum with asinine open questions which are very difficult to answer due to multiple interpretations and pure subjectivity.
