They should do a brand new never-before-seen army vs marines - that would sell in ridiculous quantitates to pre existing players, and new players have the space marines that they recognize to draw them in as per...
coincide "codex:new army" with the launch or whatever and enjoy your sales figures!

Space Marines really limit the options thematically for who else you can put in the box. Sometimes, it's something visual like two high tech looking races making it not optimal (so Space Marines vs. Eldar or Tau won't work well).
If we did mix and match, we could do (with different looking 'themes'):
Eldar vs. Nids, battle in Iyanden
IG vs. CSM, battle at Cadia maybe?
Space Marines vs. Orks, Rynn's World!
Tau vs. Dark Eldar (pushing it a bit though, with 2x high tech)
Necrons vs. Squats

Another constant we can always go with is that a 40k starter has always been 'Good' vs. 'Evil'. Yes, there wasn't a starter pack for it, but really even the two main armies in the original RT and which featured predominantly were orcs and space marines.
So, on that basis I would tend to discount Tau or Eldar going alongside Normal Marines. I just can't imagine a massive John Blanche painting of blue armoured marines going hammer and tongs against Tau or Alatoic Craftworld Eldar, and especially the former as for me the Tau just don't epitomise what is the 'core concept' of 40k.
Is there any possibility that the Necron codex could wait that long? It might not have to - remember the existing Orc codex was released prior to 5th (although in many ways it is a 5th edition codex) - grim looking terminators up against the boys in blue (and there have already been some fantastic paintings of this) might well be the ideal poster boys. My only misgivings of this is that it would highlight the inherent problems of 40k (i.e. 2 basic troopers with practically identical stats) and might put off new players, unless there was some various other Necron troops used.
Sorry I can't see Chaos happening, remember the target demographic here..

target demographic? hmm... kiddies with parents who may be offended? Don't let them read too much about the methods of the "good guys" or see any dark eldar or slaanesh models either then. Maybe it should be generic americanised space soldiers versus terrorist looking islamic orks (or necron nazis?). It works for video games that don't want to offend parents.

Dark Eldar were once of the previous starter kits I think.
That and Necrons might be just as offensive to a parent as Chaos. But with less spikes.

Chaos. I agree that the basic troop is ugly. I have no idea how they could make them better though. Only time will tell.

Tau and Eldar have very advanced tactics (since the death of the Tau gunline in 3E). As much as I would love to see my fishfaces get a little time in the spotlight, the recent "Arena of Death" that happened to feature Shadowsun, pretty much showed not only major league SM fanwankery, but that GM Devs don't know how to play Tau. (No model included in the arena should have ever been able to catch Shadowsun in assault.)
Long story short, Tau & Eldar tactics are too difficult for new players, and therefore are poor choices for a starter set.
I'd like to see IG + Necrons.

You know, I actually rather like the Basic Chaos Space Marine. Robust, Pointy, and capable of killing at all ranges.
