You know it's funny this one popped up in this thread. I am currently in the market for Epic Titans and saw this a few days ago. I knew they were in print so I didn't bite. Honestly even if they were oop I wouldnt pay that much for those 2 crappy FW Titans. Give me good old metal anyday.

Two possible explanations here.
The first is that the FW titles (in fact, all of GW rulebooks) are not available to the book trade. Anyone not familiar with the company but familiar with bookselling will check the availability under the ISBN and get back records that make it look like it's out of print. Now, there are a good deal of opportunistic people who buy up OOP books and whack the prices up to something astronomically stupid. It's worth their while doing it for the 1 in 1000 people who actually are willing to pay for it. It's disgusting to me, because it artificially inflates second hand book prices as others see the price and imitate it. So we end up with a ridiculous premium on out of print books. But, hey, what can you do? So, it could be that this guy is one of those guys. I'd bet on it, personally.
The second is that it's a typo.

But who is going to inquire "Hey, I saw you have this book for $1800 bucks, how much are you selling it for?"
Particularly when its easily available from GW or FW direct for a ton less.
I had heard that some companies use programs to add a small percentage to the cost of an item, so that it compares similar items, and charges a tad more, as a way to make updating webstores easier. When multiple companies do that, the prices jump up across the board as the bots battle it out.
I'd bet its on the odd chance somebody actually plunks down the money for it. I guess it depends on how much it actually costs to post it in the first place. +shrug+

Ones with pics tend to be priced fairly :/

It's a very common practice for TF sellers on Amazon. A $50-100 G1 figure will go up on Amazon for 200% mark up, 2 weeks later, it's down to the average price.
It's an interest drum up to get them on the map.

So rather than just put it at the price they intend to sell it at, they put up a fake price so they can, what, look up and see what the price is meant to be? Which takes all of ten minutes? I can't say as this strikes me as very logical. Sounds more like trying your luck at suckering someone and then lowering the price when you fail to sell it.

I get offers all the time for free listings on ebay. I read a while back that most of the time those are placeholder listings or something that are then modified at a later time to have the correct information. not really sure on that, as I am not really an experienced ebay seller.

Ebay gives normal sellers 50 free listings a month. If you own a store you do not get 50 free as a default, but you do get lower prices for each listing. Ebay also has free listings day a few times a month. I do speak from experience as I am top rated seller and complete at least 100 transactions a month.
On a side note check this out. Not a hobby auction, but still totally ridiculous.

It almost looks like the detail on the muzzles is melted from whatever they used to try and strip the models. Certainly NOT mint condition. False advertising galore.
