I've got it! Give each major monster character an escort of something appropriate... ideally from the same codex.
So...
lone wolf werewolf / fenris wolves
necron mummy (perhaps mummies so at least it's a legal unit) / scarabs
vampire / bats (not sure how to do this one)
frankenstein's monster / zombies
devil / demons
witch / goblins
I think the only major category I'm missing is ghosts... (kind of tabled the invisible man for the time being).
What do you guys think?

I like both of those ideas Nev... but to keep the structure I need a main character (or small group of monsters) and lesser minions of some sort. I could have one or two unescorted critters if I wanted to, but for now lets see what we can come up with.

Eldar wraiths come in various sizes, you could do a wraithlord with a squad of guards, or supersize up to a WK. Or flip it around and do a spiritseer (who are basically necromancers with good PR) and his squad of mindless dead minions.
LotD are also very seasonal, but might not fit into your plans.

Use plastic skeletons but replace the heads with servo skulls. You could even have a dog model running off with one of their legs.
For the vampire and bats you could also use the servo skulls and make little bat wings on them, or just use chaos marines from the Night Lords, or their winged helmets at least.

Yeah, Mrs. Gitsplitta is NOT a gamer... though she does actively support me in my hobby. I guess she figures it's better than booze, broads, bullets, betting or any other of the many unsavory ways guys use to pass their spare time.
So... lest I get completely ahead of myself... here's the plan. I'm going to start with the main classic movie monsters and their minions. Once set at a time, though I will be accumulating and building models as I go. If I can get something already painted, or use something I already have, I think that's fair (and probably the only way I'll finish this by Halloween).
For starters...
Frankenstein's Monster: The dread is already built so I'm good there.
Minions: I hope to use my zombicide zombies as his minion & run them as what... plague bearers? Sounds about right.
Count Dracula: Astorath the Grim with bat wings rather than his feathers & sanguinary jump pack, hoping to pick him up on e-bay relatively inexpensively.
Minions: Have a friend who says he's got bats and spiders which would work perfectly for the ripper swarm.
Wolf Man: My favorite monster so it's important to get this right. I really like the lone wolf idea and have the bits to do a nice job on him. I'm a bit concerned though that he'll be so diminutive when compared to everything else that it just won't look right. There is one other option though. A couple of years back I painted up a Forge World skin wolf that I'd gotten as an event only model at Adepticon. I really like the paint job and it's a fantastic figure. He's white and based for Hordes... but if I painted up a bunch of white fenris wolves to go with him... he might look fine. He's also a massive figure, so would look more the part as one of the focal points of the army. Perhaps I could run him as that goofy Space Wolf dreadnought... murderfang?? My only real reservation about this is that it doesn't really represent the classic wolf man which is what I'm really attached to... but from gaming and visual perspectives I think it works a lot better. That being said Dracula is a normal sized character.... so I might be better off (and the army's inspiration would be much clearer) if I kept to the lone wolf idea. *sigh* I'm really torn on this one.
Minions: Fenris wolves... have them.
The Mummy: I think a min unit of flayed ones with extra wrappings... or perhaps some actual mummy figs from some other line with flayed one bits swapped in.
Minions: Scarabs... can borrow those from my son's army.
Witch: DE witch it as obvious choice, but I don't know anything about DE. I'm assuming I'd have to take a small unit? Can they be on jet bikes?
Minions: Goblins (grots). It has been suggested that I give them tiny wings like flying monkeys, but how I'm going to get or make 60 tiny sets of wings is beyond me.
Demon: Bloodthirster (normal sized). Can probably pick a poorly painted one up on the internet.
Devils: Bloodletters. Think I can pick these up used fairly inexpensively (or just buy a new box and paint them up).
Ghosts:
Lost of options here...
Necron wraiths (no minions)
LoTD (no minions)
Eldar Wraithlord with Wraithguard as minions (painted bone/white with greenish luminescence)
There are a lot of other great ideas for monsters out there that I know I just won't get to this time around. I guarantee you I'm not going to get to everything above either... but my goal is to get at least 3 monsters and their minions done by Oct. 31st. Probably Frankie, Dracula and the wolf man. I will however, get as many groups done as I can in the time allowed. I'm hoping at least to get the demons/devils set done (on top of the above) as that's an easy one.

I have a slightly modified suggestion - feel free to ignore of course!
I love the theme idea, but I think it would be cool to at least have the option to run it as non-unbound. There is so much allying allowed - I mean, so, so much! With the innumerable ally options, you've already got some crazy stuff you can ally in there and model to respresent monsters.
Models that clearly need to be in:
Wolfman (could be a number of things), wolves
Vampire (Astorath the Grim model is perfect), bats
Frankenstein dread, and some accompanying zombies
I feel like chaos space marines with demon allies could cover most of these bases. Everything except the bats - the Wolfman has to work as a demon something? The Vampire can just be a CSM character appropriately equipped. Wolves can be flesh hounds, Frankenstein can be a dread, zombies can be cultists.
Imo, it will be a lot more fun to be able to use this not as unbound, even if it's using 3 (or even 4) sources... and with the idea of minions, you're almost always going to have troops in there anyway. If you include CtA allies, you've got even more options, but I'd like to see if it'd be possible to do without that. What do you think guys, can we come up with a non-unbound list that meets Gits' criteria?
Edit: Whoa, don't Dark Eldar check a lot of these boxes? Bats can be those Razorwing flock beast units - and they're actually viable too. A webway portal could really fit the theme well, and with their grotesques you've got great zombie fodder. So perhaps a CSM, Demon, and DE alliance? With some of the DE characters you can certainly check your mummy and witch boxes, too.

That's a very interesting suggestion RiTides. I have been niggling around wanting to do chaos for a long time now. Oh hey.... out of the chaos dex I could field DRAGONS!
Boy.... with all of these codexii, this is going to get really expensive... really fast.
Well, if people can guide as I build... I can get the dexs later on so it won't hit me at once. Is anyone willing to be my DE and Chaos "subject matter experts" so that when I build these characters or units... they fit appropriately into the right codex?

Sounds like a good plan, if you can make an actual playable force it will mean a lot more in the long run and nothing is wasted.
I know CSM quite well if you want help with those. I also have the Daemons and Dark Eldar codexs although I've not read them.

I can't help with how things can be played, or really on what models could be used... pretty much why I've been quiet...
But I can throw a few ideas about:
I would have suggested Aliens; probably a Queen as the central figure and drones as the minions. Possibly using Tyranid bits... BUT, these have been done many, many times before.
Been having a mental block on other well known monsters you could try though...
How about a "the thing"...
Y'know the one:
You could use any model parts you like.
Use them as Chaos spawns... maybe, they are a thing in the game, right?
Could even be the minions for "the blob", I can totally see them teaming up...
Oo, you could... no, you said no Manga/Anime. Wouldn't work anyway.
A Giant. Dunno what could be minions though... not-so-giants...
Could make it a centrepiece of the army, in place of a knight... like the Dragon (I assume Helldrake).
erm... and I'm spent.

I appreciate the ideas Dr. H. Problem is I'm not sure that there is any realistic chance of doing the things you suggest on top of the things that I really want to do. If someone wanted to volunteer to pick up and do their own pet monster project, I'd be happy to include it in the army... but I don't want to stretch myself so thin that I don't get anything done.
Well, if I want to try and limit this to a few key codecii in order to increase my chances of being able to field a legal army... Chaos Marines and Demons seem like a fundamentally good place to start. Both Necron and DE seem like good places to get some elements as well.
For the "big three" it looks like chaos will cover most of it, but I don't see getting around the need for the DE dex for the bats as there's really nothing else like them in 40k (save in the Nid dex). However, I'm going to need an HQ and a troop... or a detachment of some sort in order to make the DE part of the army legal.
Any ideas from you DE guys out there?
How about this figure of lelith converted to riding on a broom stick? She's an HQ, right?

And heck, if you wanted to model them as a swarm of bats per base, I don't think anyone would mind either. What do you think? If going this route, you can run two codexes that work extremely well together and get everything represented! Daemons are incredible for a project like this - they're already full of big monsters, and a little converting can help represent things easily. And the CSM lets you gets the mandatory vampire, zombies, and Frankenstein's monster in there  . Can always add a third source later after knocking out the core stuff, but I think these two represent all of your heavy hitters now that I've realized there are bats!

Frankenstein's Monster: Contemptor ( CSM Dread of some kind)
Minions: Zombies ( CSM Cultists)
Count Dracula: Astorath the Grim ( CSM character with jump pack)
Minions: Bats (Chaos Daemon Furies)
Wolf Man: FW Skinwalker (The ultimate Flesh Hound: Karanak!)
Minions: Wolves (Chaos Daemon Flesh Hounds)

Minions: Goblins (Chaos Daemon Nurglings - would want several gobbos per 40mm base, good modeling opportunities)
Devil: Bloodthirster

Grim Reaper: I might suggest The Changeling, I think it's a herald of Tzeentch of some kind. Give it a scythe instead of that staff and it's absolutely perfect for this project!

Could I suggest that the frankensteins monster minions not be zombies but villagers with pitch forks and torches (or lasguns and flamers).
Chaos Marines definitely have lots of big kits that could fill your future needs. They could cover your Godzilla or a King Kong Idea as well as Dragon (or Mothra). You could always use a Slaanesh Psyker as your Witch too. THere was also a recent kickstarter out there that had flying monkeys (although I think they were steampunk), but they could fit in as well. You could paint Astoroth as a night Lord to fit the bill.

Love the villagers idea  although it's a bit harder to pull off than straight up zombies. You could even have a unit of each since you need two units of cultists for your troops.

Yeah, in thinking about it the villagers are more of a stretch - I'd stick with zombies. They fit the overall theme much better and you could model them as fellow "creations" with a few key bits here and there, to blend in well with Frankenstein's monster.

You, uh, you realize that GW's Vampire Counts line has about half the things you're looking for, right?
There's models for various Vampires, Bat Swarms, Giant Bats, Zombies, Ghosts of various stripes, etc. etc.
For ghosts you could also look into having someone cast or 3d print some models up in transparent plastic. Or, hollow out an armour shell- maybe Thousand Sons or something- have hollow haunted armour.
Hm. Headless Horseman as some sort of Biker general?
