Gul Madred did not lie. He was just wanted Picard to say that there were 5 to prove he was broken. But your wish is granted and instead says there are 4 lights. But now there are 3. As you have not corrupted the previous wish, you are forced to watch Gul Madred saying 5 lights for all eternity.
