For fantasy I will have to go with Tehenhauin, Prophet of Sotek for a few reasons.

First he drags skaven to rock or a temple if one is available and perceeds to sacrifice him by carving out his heart while its still alive.

I love the fluff about the rat and the serpent the idea of hoards of the vile skaven lol clashing with hoards of skinks, and than a littile skaven sacrifice is cool.

So whos fluff do you like the most?

Kairos Fateweaver. Can see more than the entire god of magic, his master. It's an interesting concept, can see the past perfectly, can see the future perfectly, can't see the present.

Any Slann. Slann are super interesting. They were the right hand frogs of the creator gods that made nearly every major race in the game. Basically made the planet. Taught elves magic. They have the ability to inspire Terror just by looking at you, because their scrutiny is similar to that of the Old Ones. HEAVY. Spend hundreds of years thinking in meditation. Now they are trying to cobble together the remnants of the Old One's work. A dying race of a dying plan from dead gods.

Nagash is pretty interesting.. solely for the fact that he's sick and twisted enough to actually be able to torture Dark Elf sorcerers to learn their demented dark magic... only to twist it even darker. I'm sure it takes an extreme individual to be able to actually torture anything out of a Dark Elf.

Outside of that.. I do like a lot of general fluff surrounding Blood Dragon, Strigoi, and Necrach vampires.

Anaerion, Malekith, Archaon are all very close seconds. Some of the new fluff about Malekith in the new dark elves book is super cool.

Tehenhauin - Great fluff and the idea of a pure skink army was what got me started on my southlands skink army.
Tehenhauin is also sat on my painting table ready for new paint.

Nakai - Kroxigor ancient special character, whats not to like?
Just a shame there are no rules for him.

Deathmaster sniktch - Master skaven assassin with tons off fluff through several armies books about him.
Just a shame its a 270 point model that does a bit better than an assassin at half that price :(

Queek HeadHunter- One of the most violent Skaven ever to exist, listens to the skulls on his trophy rack, and an incredible fighter. Yet has an unusual (and creepy) soft spot for his second in command. He's...interesting.

Thanquol- A Gray Seer who's plans almost always going perfectly according to plan. Like summoning a Bloodthirster instead of a Vermin Lord. Close enough, right?

Simple. Nagash. Although he hasn't been a special character for some time, his lore intertwines with numerous armies and actually results in the creating of a few of them as well. Easily the most interesting character GW has created and back when he was playable, was a level 5 wizard (lvl 4 was the cap) that was arguably the most powerful SC on the tabletop.

It almost made it better that his model was so comically bad in that he looked like a giant kid in a Halloween costume, yet had such powerful stats.

I've always had a soft spot in my heart for the Strigoi vampire line. Their story in the old VC book about trying to set up their own empire, losing it to orcs, then being hunted by both other races and their own kind is really wonderful. The fallen kings of old Old World now forced to (un)live off of scraps, which literally drives them insane.

This. Goes to show you Chaos is fickle and while it's not represented very well on the tabletop with the warpflame rule handing out regen to everyone and their mother, I enjoy his fluff and his fall. He took a chance by throwing in his lot with Chaos he could have ascended and become a Prince or turned into a Spawn and wouldn't you know Spawndom is how he was rewarded for his bloody efforts. I hope they write a book like they did for Valkia explaining his fall as well as his rise to chieftain of his tribe. Would make for an rather interesting read.
