As a EC player I feel the pain all to well. I'm also waiting for slaanesh strikes back in aos also. Well the wait is killing me, at least it seems their is even a wait at all is a good sign I guess.
The fact EC got some solid rules in TL makes me a bit happy even if it's not 100% what I wanted.
(Sonic termies, bikes, dreads, preds, etc. )

No. It's covered in the Main Rulebook FAQ. That means it applies to all codices. The question with Tau is if Signature Systems are considered Relics.

I would have picked up Word Bearers, if the CSM units were worth buying.
All that I would actually pay money for from the CSM range the way it is now (Thousand Sons excluded) would be the...

You could make a lot of fluffy armies centered around those kits, but Word Bearers is not one of them. They need infantry. In fact, they're probably the most infantry-heavy traitor legion.
I suppose you could run Possessed as your troops, but to be honest the lack of cultists and standard CSM will just be felt no matter how you try to cover it.
Some day, I'm sure, they'll release a multi-part plastic Cultist kit. And on that day, I will consider Word Bearers to have juuust enough support within the hobby to work with, but I honestly don't think they'll be changing the plastic CSM kit any time soon, and that means extensive conversion work for basic infantry, which is certainly a massive time sink if nothing else.
So if you want to play Word Bearers, my advice to you would be to first go out and buy the Start Collecting Chaos Marines box, and yes, supplement that with that terrible plastic CSM box. Then start working on converting as many of those plastic CSM as you think you should.
And just take your time with them, and then once you're done do it again with a few more of them because the way I see it that's the bullet you're going to have to bite. In the meantime, just wait until a multi-part cultist kit is released and then you're over the hill.

Traitor Legions will have updated powers for CSM for all 3 God specific tables and, presumably. the tables for the 4 powers that came with Traitors Hate. Not sure if includes the Change powers for Deamons of Tzeentch

I think people need to have a bit more faith in the new GW. We've been told to expect new models next year, the january whit dwarf has abaddon on the cover and we know that mortarion is coming. They won't be releasing mortarion so soon after magnus so there is a good chance we will be seeing abaddon and the last few characters all came with a campaign book to back them up. That would imply a book with abaddon in the not to distant future, which would be the ideal time to convert those DV chosen into a kit and tackle some of the undivided units.

Do we know Mortarion is coming for sure? Is there a source for that?
I'm looking at picking up Typhus and maybe some Cataphractii Terminators from the Calth set, but if new models are on the way, I'm happy to wait.

I was pretty excited for this, but I can't say I'm not pretty disappointed by the Word Bearers traits/relics/legion tactics. it looks to me like Black Legion actually get everything we get, but better (Fear and Hatred Imperium in addition to Crusader). I didn't mind the more or less copy/paste of the Traitor's Hate detachment for us, but about the only thing going for us vs. Black Legion is 3+ summoning dice... is that how I should start thinking to build them in a fluffy way? Daemon Prince with Malefic in the Favoured of Chaos formation?
Maybe I should just take the black...

Well, I guess unless someone wants to get the Chaos Daemons Dex, Magnus only has 7 powers (unless Daemons has cards available).

Don't get me wrong - I have a Death Guard army already, with about 20 of the FW DG Marines, and 10 DG Terminators - but all in all I believe I have 5 Death Guard Squads (3 normal, 2 Havoc) made up of a combination of FW resin, GW metal and some ancient 2nd Ed mono-pose plastics. Add to that 4x7 Plague Bearers and once upon a time it was a fun little army.
But plastics will always be better.

Do the noise marine weapon sprues fit on the battle of calth/prospero MKIV/III Marines ?
I have 10 sonic blaster armed noise marines already since I own, 10 forge world Kakaphoni, but I don't want the same 5 poses for my entire force of noise marines.

Slaanesh daemons aren't that bad, in the semi competitive environment I play, my swarms of daemonettes does pretty well, the trick for me was realizing that my awesome keeper of secrets conversion was sadly not worth his points cost : (
