well, historically dire avengers have always been a elite/"veteran" option, equivalent to sternguard, kasrkin, Nobz or other "troops plus" type veterans, and OC 2 seems to be mostly limited to conventional "troops" options as a way to grant them better objective play than more specialist units.
Im guessing this is just GW trying to ensure you have a reason to take Guardians by giving them better OC than dire advengers.

Welcome to 10th edition: where consistency goes to die.
Especially funny given Stu Black stating the design team have a "full design system" and a "full rules library" that should theoretically help them maintain consistency.
(although it didn't stop them giving the Flail of Corruption two different sets of stats depending on who's holding it - for a Blightlord, it's a Flail of Corruption, but if a Plague Marine holds the exact same weapon, it becomes a "Heavy Plague Weapon"

No seriously that's pretty lame we get to keep ours and DE don't. I don't mind melee weapon consolidation on some level but it's unfortunate when it's not applied to everyone fairly.

RP cost to break heroic/legendary breakpoint for non-character units. Stops just leveling up units fast.
repair/heal costs more expensive for leveled up units.
Fresh recruits more RP for leveled units
Roll or pick upgrades/scars. If roll, roll 2 pick 1.
when wounded, you need to give up a honor to skip the scar. not just give up RP Tyranic War Vet upgrade stuff, earn points unlock tree upgrades
Missions/agenda mostly same
Blessing for mis-matched army levels. 1 per 5 crusade level different. not just CP, but boosts, buffs, etc. Like cover for the first round.

I'm not exactly up in arms that power swords and agonizers have been consolidated. Probably would have just stuck with calling them all "agonizers" (because its cooler, even if arguably not correct) rather than "Sybarite close combat weapon" - but there we go.

Because if you want balance, this becomes much harder to achieve the more variables there are. It also leads to 'Why are there more entries for a Primaris Lt than I get in my entire Codex type complaints.

Yet GW can only take one of the two courses of actions, unless we want to start discussing quantum dynamics and the possibility of there being a multiverse. Which, now I think of it is a good way to be happy in this hobby. Whenever someone is upset GW picked the course of action they dislike but others don't, they can find peace in that there is another universe in which GW chose the one they wanted, and that universe's version of them gets to be happy.

Sounds like a "too much Primaris " problem, and not a "too much fw problem". Further emphasize by the continued support for fw units for Knights and the Golden Banana Boys.
