Certainly legal, but you'd need to be careful when disembarking a squad of them from a rhino. Things could potentially get a bit tight if there are other models or terrain in the way.

I dont have a pic but baking soda works really well. put pva down, heap on the baking soda, tap off and spray varnish to lock it all on. looks really effective

There's a good tutorial article using bicarbonate of soda on CoolMiniOrNot aswell.

Some train modelling places carry lines of plastic icicles which can really add to terrain.

Tbh, I just use regular snow from games workshop, my theme being winter city. But maybe you're looking for a really snowy base, like tundra?

Otherwise, if you just want a scattering of snow, then just use the normal snow and keep it sparse and in patches.

Well I would allow it, however you would have to get your force on the table and with in the deployment zone, woe betide you if you have to hold and defend in the middle, oh and you must get all your boys in the trukk.
