As the title says I'll start:
Pedro Kanto and Sternguard. Why not because of the Pedro Kanto's rule that makes them scoring, but his 1+ attack makes them sick in close combat as well with 3 attacks and Dorn's Arrow that adds that extra 4 shots you need to kill that last guy.

Lash Prince/Sor + Pie Plate (oblits, BM, Vindi, Defiler) or Assaulty (raptors, Zerkers).
Prism and ...another Prism.
Shrike + 10 Assault Terminators.
Vulkan + mass weapons to maximize his chapter tactics.
...
How about:
NAMED CHARACTER + Units/weapons/wargear he maximizes. Right so that should cover most of them.
Fortune seer with something durable (Wraithguard, SeerCouncil)

Terminators and a Librarian with Nullzone. The other power doesn't even mater, terminators cause opposing models to take invulnerable saves, then Librarian makes the opposing player re-roll those saves.

The best would probably have to be
Terminator Librarian w/ Nullzone and Vortex in Terminator armour w/ a Stormshield and some Assault Terminators.
Forces rerolls plus if needed can blast the crap out of a troop transport or vehicle and the squad can still assault.

Although Creed and Seraphim is my current favorite for Guard.
First turn charge with Stubborn 3+ inv troops that can Hit and Run at whim while my gunline shoots the crap out of you ftw.

Seraphim are jump infantry. Aren't Jump Infantry and Infantry different types of units which would dissallow them from using Tactical Genius?
On Topic:
Shrike with CC scouts in a storm, gives them a 20 + d6 inch charge range after outflanking.

I was going to reprimand you for being foolish, but you're right. It only states "infantry or vehicle unit..." Huh. Creed can't outflank anything.
On topic: Mad Dok Grotsnik and a 'Ard Boy Horde. 4+ FnP is statistically equal to power armor. 10 point Power Armored Orks are really good at their jobs.

4+ FNP is actually statistically better than power armor.
It offers a 75% chance to save against anything not AP1 or 2 (which would also beat power armor) and still offers a 4+ against what few non-ID AP3 weapons there are.

-Marbo doesn't need an Eldar farseer as an ally; his enemies are already doomed
-Sly Marbo was originally armed with a power weapon, but he dropped it while assaulting a space marine command squad just so his enemies could feel pain

Ork Wierdboy-Warphead + Tankbustas: In the deployment-phase, I put them behind a building or a big rock. They won´t be seen by the enemy and they won´t fire
their guns automatically at tanks out of range. Then I wait for the Warphead(double chance) getting his teleport-effect. The tankbustas will get into a good position to shoot enemy tanks,
for example in a tank´s rear armour. They can also make better use of their boomsquigs.
