My brother and I are fairly new to 40K. I currently play Orks, and my brother is stuck between the Wolves and Blood Angels. Which army do you guys think he should play? Also, which army has the advantage over Orks?

I don't pretend to know much about Spess Mehreens, but I am under the impression that Space Wolves are very close-combat oriented, so if you guys want armies whose battles against each other are more than lots of close combat guys vs a few close combat guys then I'd suggest Blood Angels(of course I have no idea how Blood Angels play, so yea).

Space Wolves can be very strait forward, and as being an older Codex, its tactics are already out thier. They are also easy to learn and hard to master. A wolve lord and 2 Packs of Grey Hunters should be a good starter.
To me the new BA seem to have a high lerning curve.
Personaly I thing a normal Marine list would be best to start with.

Any of the Marine codices should have a decent advantage over Orks if played correctly. The only thing to point out is that IIRC, Blood Angels do get a Special Character who gives everything Preferred Enemy: Orks (Or does he just have it himself? I haven't read the codex too closely).
Worth noting is that with army-wide counter-attack and Bolt Pistol/CCW/Bolter Troops, Space Wolves can often drop 20-some armor penetrating Bolter shots (For the Orks, anyway) and still be able to get 3 attacks apiece in the ensuing close combat. Throw a Mark of the Wulfen on top of that, and it'll be a fun assault.
Of course, my opinions are only because I love the way Space Wolves play and look, and have only glanced over the Blood Angel codex.

I'm trying to decide between Wolves, Dark Angels and generic SM (Crimson Fists) myself. I'm going MEQ because I want something that plays differently than my DE. It's really hard to decide. If someone (especially a DE player) could give me their thoughts, I'd be super super grateful.

I know that SW are a strong close combat team. What is the blood angels "main" strength? I would assume assault as well considering that their army is supposed to be a fast-in-your-face type.

My impressions (could be wrong) are that SW are good up close but they still have the ability to include some nasty ranged power. They are basically marines which are more elite and focus slightly on CC. Usually SW wear down the enemy with shooting then attack them in combat.
BAs are entirely focused on CC. Their best troop choice has only got bolt pistols so range isn't really an option. BAs excel at being very fast and hitting hard. They allow you to pick a target and hit it fast.

Swolves have a pretty cool background and style, whereas BA are little more than frothing World Eater wannabes. I'd say definitely go with the Swolves. (personal opinion)
In terms of Swolves, DA or Fists, I'd advocate for Fists because of flexibility (and a personal bias, I play Imperial Fists). DA is cool if you want to do something crazy like all bikes or all terminators, but if I recall correctly, the codex is a victim of codex creep in terms of point costs.

@OP: Wolves imo. That would be my choice to give a beginner out of the two.
As for person thinking of DA, I love mine, but they are suffering from being very underwhelming. And Jervis wrote it.

Space Wolves are going to give your Orks utter hell. They can out-shoot you and out-chop what's left of you, usually. Blood Angels are also very close combat oriented, but they do it differently. Space Wolves can shoot, shoot, shoot, then recieve a charge thanks to Counter-attack. The Blood Angels have Furious Charge, faster vehicles, and are forced to take either ranged weapons to close combat equipment (Space Wolves get Pistol, CCW, and Bolter all in one package). This means that Blood Angels have to go out and engage you, which could make for some epic combats as you both struggle to get the charge. Orks and Space Wolves have a lot of history though, if you're interested in that.

Don't base your decision on what is newer. New codexes always have lots of people saying how good they are because people haven't figured out their weaknesses yet. If you intend to really play the game for years and years then your codex will always be the old codex that is outdated or the new one that kills everything at some point. Read up on the history. Look over the paint colors. Try out different army types before devoting to one army. Proxy out an army using miniatures for other games with the same base size to see which one you enjoy playing more. Everyone likes different aspects of the game. Figure it out based on that. Personally I like Grey Knights, Dark Angels and Space Wolves. I don't play Grey Knights because there isn't enough variety in their armys yet. I like the green of the Dark Angels and the Ravenwing and Deathwing and Interrogator Chaplains. I like the jumping down the throat of the monstrous creature and fight your way out aspect of the Space Wolves. I'm painting up my Space Wolves to look like Grey Knights. Generic marines are good at what ever style of play you want them to be. DA can shoot or assault. SW and BA tend to assault as their main strategy. Assault is generally considered the best way to win games, but is also the hardest part to learn for newer people.

The SW can charge and be charged and have lots of attacks, they have many different special abilities that make them able to get more attacks. Where as the BA seem to be all about hitting first and hard. So seeing as the orks generally have I of 3 and SW is usually 4 even if the orks get the charge the SW will at least get the first strike or at least at the same time with alot of attacks seeing as all SW have counter-attack. The BA also have higher I then orks but don't get as many attacks because they are expected to always get the charge which often doesn't happen when fighting orks. So the SW will strike first most the time and get more attacks then the BA plus with MOTW you get another D6+1 for one guy who is rending. That alone took out a tervigon alone in a battle I just won.

Blood Angels are easier to paint then Space Wolves (due to the excess use of beards and wolf pelts) with simple black and red colour schemes (assuming you’re not collecting Sanguinary Guard).
After looking at the new dex and seeing how other MEQs play (such as SW, DA, BT Vanilla etc) I would recommend a non gimmicky blood angels army (no spamming expensive units) with a cheap HQ, some cheap troops, sanguinary priest (for feel no pain), some rhinos and a fast pred or dred would be a fun list that is easy to play and can easily be expanded.

From a Financial aspect: Space Wolves. You can build a SW army really cheap compared to some of the others I've looked at. They're battle force is great with two wolf packs and a pod being more than worth it, with some scouts thrown in as a bonus. Get two if you ask me and your mostly set, all you'll need is an HQ (or maybe Two since the wolves can bring 4 HQ's to the table). An HQ like Blackmane, Grimnar, or a pimped out Wolf Lord can be a great point filler for someone not wanting to spend too much money. Throw in a devestator kit maybe and you have long fangs.
