They'd have to allow it, as it is RaW.
Of course, the FLGS owner running the tournament might not give a stuff about RaW, and believe his own interpretation trumps it. And hey, if he is the one giving out prizes, it is his call.

So what, exactly, leads you to believe that it shouldn't be allowed?
Not trying to be difficult, here, just trying to figure out what point you're actually trying to make. Because, as I said before, I can't see any logical reason to not allow it, and wouldn't have the slightest problem with an opponent doing so, prizes on the line or no.

But the rules say he can have the can opener AND the shooty gun, and as a Nob, that is what he wants, damnit. (That is the Nob saying damnit, not me)
It is just like Flash Gitz wanting shooty guns, really. Flash Gitz are just the most graspiest Nobz who get so graspy they get chucked out of their mobz/clanz/warbandz

Anuvver fing - when they do sumfing, they try to make it look like somfink else to confuse everybody. When one of them wants to lord it over the uvvers, 'e says "I'm very speshul so'z you gotta worship me", or "I know summink wot you lot don't know, so yer better lissen good". Da funny fing is, arf of 'em believe it and da over arf don't, so 'e 'as to hit 'em all anyway or run fer it.
