On a scale of Background Potential I think the Necrons have this one. The vast scope of possibility seems endless as who could possibly fathom what lurks in their tombs? How many Lords have gone insane over the millennia and what effect has this had? What happens when the final C'tan emerge and is it possible for there to be more then just these four? I often postulate over these questions myself.

On what's written though I feel like, while the Necrons don't have nearly as much, most other stuff fall into the 'bland' category. Oh no, world invasion! Marines come and fight them all off, everyone smokes a pipe of after-battle-joy. Death Korps and 'Nids seem like exceptions though.

Space marines Blood angels to be more specific. The noble that have a flaw but will never give up fighting for the emperor until they are all dead no matter by whose hand. Whether willingly at the hand of the emperor and his servants or with a fight against the emperors enemys.

There are plenty of great backgrounds in my opinion -

"The guardsman, armed with the humble lasgun, must fight the terribly armed enemies and vicious alien hordes with nothing more than courage in his heart, and fire in his belly."

That line (not word-for-word, but it's close), really made me fall in love with the IG codex's fluff.

When I read the Eldar fluff, I, even more than IG, absolutely fell in love with it. Everything from the fall to the Eldar, to the new paths they dedicate themselves too, the Exarchs losing themselves along the path and are doomed to a lifetime of warfare - every bit of it I love, even Yriel's story (a concept I don't really like, in general), and my friends constantly berate me for it (in a friendly way, of course).

I have opened a Space Marine codex, and I say to you it is nothing more than errant favoritism, concocted of piss and ink.

Naw, I'm kidding, it's OK, I just couldn't pass up the chance to say that. +5 points to anyone who can guess what line I altered for it.

Deamonhunters all the way, a chapter found in secrecy bent on destruction of all evil ways. Few standing against many. There be many instances where 5 Grey Knights can change a battle. Beasts on the battlefeild they the way Marines should all be. Feerless and without remorse. Plus they are all trained psykers!

If it hadn't been which army has the best background I'd have said chaos daemons, I think the gods and all of their fluff is the most interesting part of 40K. But as it says army specifically then I hate the fluff from codex: Chaos Daemons, it completely messes up all the established fluff to try and make them into a viable army.

I voted for Eldar, I was considering Dark Eldar, but there isn't really enough on them yet.

I feel like Necrons have a lot of potential, and can really only move forward at this point (barring anymore target practice scenarios).

I however, voted Dark Eldar. Everything about the soul vampirism is simply awesome. The SC have really neat fluff, especially The Decapitator, very Lovecraftian. The whole boogieman/fey folk slant is pretty unique in 40k, this especially apparent with Haemonculi who are space warlocks. They got awesome tech that's basically magic (ok the Shattershard is a bit silly) that does horrible things to mind and body.

Then there's the whole hypocritical, self destructive side to them. Do they know they are hurting themselves in the long run? Are they secretly upset with their viscious cycle of soul stealing/draining? Are they even aware of their own hypocriscy, self destructive nature, and the fact that they caused their own downfall? And does this all make them hate themselves, but they just hide behind arrogance? Or are they so twisted that they see their inherent hypocriscy and downward spiral, and love every moment of it?

Finally I like that they kinda exist outside of the drama of 40k. They aren't concerned with Heresy, the IoM's rivalry with Chaos, the upstart Tau, their somber cousins. They're just here to raid. Necrons and Nids are a little like this too, one wants to just exterminate, the other wants a nice meal.
