Listing units gets complicated real fast -- especially when you're homebrewing and the units available keep changing! The "only your warlord if no other HQ available" rule is a lot simpler.
And fluffwise, I could see a battered force of Sisters, its leaders slain, take a look at a Repentia Champion who's a former Canoness, look at the onrushing horde of heretics/Orks/daemons, look back at the Champion, and say, "okay, we're taking orders from her now."

Related but unrelated at the same time, but I would love to see Daemonifuges accepted into the orders. I just think they would be really awesome units and would add a bit more flair to the Sisters, as well as giving them a Grey Knights-like psychic unit.

They would be an abomination to the fluff. There is only one Daemonifuge and its Ephrael Stern. Whole Convents don't get turned into grotesque psychic sculptures every day. Psychic sisters would never be accepted by any Convent.

Gotta agree with J3f here. The irony is that the Sisters quite possibly are all low-level psykers themselves, somewhere below what the game represents as Mastery Level 1 but collectively capable of generating subtle effects like Acts of Faith and Shield of Faith. Or they're all tapping into the psychic power of the Emperor. Either way the entire Order is dependent on the kind of psychic powers it despises....

Just a weird thought. Should the Sisters have a psyker table that's not for psykers but is more like a table of potential army wide buffs through force of will? (Yes, I know they have acts of faith. Just a thought.)

I did something similar when I homebrewed Order Relics for each of the six Major Orders Militant -- though they're 6" bubbles of buffing rather than army-wide, because I think it's tactically more interesting to make where your HQ character is matter.
I really loathe rolling on lists, myself....

No psychic Sisters. Sisters who suddenly express psychic powers while in the Orders don't even get to die as Repentia. I forget the verbatim description of such, but I remember that abattoirs and darkness were mentioned.
The Imperium seems to have the ability to determine if someone is psychically active or not (probably through DNA testing, as psychic expression is an evolutionary stage of Humanity). I'd wager that the Inquisition and other, similar bodies of the Imperium have the ability to test whether someone has the potential to be psychic (baseline human), actively psychic (any psyker), or incapable of psychic ability (Blank of varying degrees).
I think the AoF, as they currently exist, are rather... weak... but I don't think having randomly-generated, army-wide "Faith-Not-Psychic" psychic buffs is the answer to that problem. I really liked the Order Relics idea.

Thanks. One thing I really like about the Acts of Faith and Shield of Faith rules -- which I tried to replicate in my Relics -- is their Maybe Magic, Maybe Mundane nature. Maybe the Sisters are performing miracles, maybe they're just using massive willpower.
