If you're referring to Absolutionist's...that's exactly what he did. He took photos from the GW site and went from there.
The actual BoW photo, if it were to be "photoshopped" would need something to already exist(namely: the necrons in their "seated" pose) to be photoshopping it.

Yeah, and you will have to be very good at painting and converting in order to fabricate something like this.
So it is most likely real.

My guess is that it's the new 1-man transport option that was BoK dropped rumors of a long time ago.

I am impressed by Absolutionis's photoshopping skills, considering the short time ago that Beasts of War posted, it must have been done in less than 3 minutes

This doesn't feel like a "leak" frankly.. more like a controlled release to a known site on GW's schedule. Either way, its a look at a new model. I'm glad that they're not screwing over existing necron players by completely changing the look/style of the figs also.
I think it's an excellent design... as long as it's not supposed to be Necron. As a Necron vehicle, it's laughingly bad. It defeats the entire point of what makes Necrons unique. Aside from a few rare leaders, Necrons are supposed to be soul-less, faceless drones. Operating a vehicle is a specialized skill. A pilot is an individual. They even look like individuals with their eye pieces. Furthermore, why is an army of robots with technology so advanced they can violate the laws of physics pushing buttons on a console? So this makes me think of either of two possibilities:
A) This vehicle was designed by someone who had looked at the Necron line visually but who had absolutely no notion of who the Necrons were supposed to be, or...
B) GW is completely ditching their previous notions of what made Necrons unique and just turning them into an army of independently-minded robots.
It's a cool design though. I would almost rather see it as a Dark Eldar vehicle than a Necron one though. It looks stately. Lordly. Maybe not super sleek and fast, but it also doesn't have a bunch of silly blades tacked to it for no reason. I could almost see this as the sort of thing an Archon chills in at home.
To make it suitibly Necronish, I think those pilots just have to go. There should be no console. No buttons. It should not have the appearance of something an ork could loot if they jumped on board and shot the crew. What I think would work maybe is rather than having pilots and chairs and consoles, have two "sarcophagi" at the front that a necron warrior is plugged into. The warrior doesn't push buttons or "operate" the vehicle, it simply faces forward with its arms crossed over its chest and allows the machine to borrow its processing power to improve its ability to quickly react to the Necron Lord's wishes. The warrior is literally "slaved" into the vehicle. If the warrior should be damaged, it can just be swapped out for another. This would not only show the soullessness of the Necrons, but depict the cruel disregard the C'tan and the Necron Lords have for lesser Necrons. They are disposable tools for eradicating life- nothing more.

To be Orks, Orks must be able to loot anything. To be Necron, Necron tech cannot be lootable by Orks. Ergo, Orks and Necrons cannot exist simultaneously.
Usually people are clamouring for their army to be updated. I am actually not looking forward to new codices, as they tend to nerf old units and essentially require you to buy lots of new stuff. For the same price you could start several other game systems.
GWs strategy seems to be to release new books that nerf old books, thus driving interest in the new book and in updates of the old books. Update an old codex, but require people to buy lots of new stuff anyway. I think I will pass.

Overall I like it! I think it might look a bit cooler if the "pilots" were chained in to look like they were slaving for the lord or something but I'm pretty happy with this model personally.
